Provide a summary of the project or program:
           NELEA Serves 10 Parishes as one of eight Economic Development Organizations. Those Parishes are: Ouachita, Union, Morehouse, West Carroll, East Carroll, Madison, Tensas, Richland, Caldwell and Franklin Parishes. Our charge is to maintain a targeted marketing effort for these Parishes resulting in job creation. We work with existing employers on job retention and job expansion. In the rural communities, we are guiding the effort for communities to become designated as Certified Development Communities, developing a strategic plan with our partners in each town and then assisting each town in implementing the strategies within their chosen timelines. Continue to provide due dilligence with the Franklin Farm Mega Site and complimentary properties nearby. We continue to maintain and update our assets of each region,, keeping a data base updated which includes all medical facilities, schools, churches, public offices. Promotional materials are developed and utilized in marketing. We provide technical assistance to any business, new or existing when needed and requested and where value added is apparent. We have branded "the Northeast Louisiana Magic Circle of Tourism" with all Parishes participating in building a tourism trail with Poverty Point as the center piece. We are continuing our efforts to certify sites and look to add a minimum of 2 new ones this year and to keep the available building database through Entergy and Louisiana Economic Development, so that the state and Entergy can also market Northeast Louisiana. We mentored and established the Richland Chamber of Commerce, which now has a large membership and consistent community activities. We partner with Jumpstart and the Division of Education to increase participation in career pathways in the high schools. This effort is to get our graduating high school students better prepared to enter the workforce, if that is their choosing and to gain a better qualified workforce for our Employers. We seek grants to increase the leverage of dollars awarded.
o We will participate in any new federal initiatives that replicate the success of the Renewal Community programs that we ran in North and Central Louisiana which produced$128 Million in federal tax credits for businesses, 4200 jobs, retained 8500 jobs and represented a capital investments of $303 Million in parts of 25 Parishes.
o We have continued to partner with the Louisiana Delta Initiative.
o Under a grant from USDA we have developed and presented site certification classes and introductions throughout the region. We have developed web sites for rural communities and continued to market and develop marketing tools.
o We assist in information gathering, site development, advertising, local initiatives and ongoing programs to better the communities and increase the competitive position of the region.
o We are partnering with La Delta Community College, LA Tech, and ULM on local initiatives and programs to reach out to businesses.
o Through our Neighborhood Stabilization Program, we purchased 9 houses and have placed or sold 5 of them to low-moderate income families. We will place the other 4 as well.
o Oversight & promotion of the Franklin Farm site is complimentary to the strong effort of the state to bring the large industry we desire Richland Parish.
o Represent NE La at industry trade shows and develop leads from those shows as marketing targets.
o Attend relevant workshops and conferences to develop industry contacts in target industries.
Our commitment to the Delta is ongoing and the assistance of the state is needed.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          Northeast Louisiana Economic Alliance is one of eight economic development regions in the state. The region covers 10 Parishes with the hub of the region being Monroe/West Monroe, Louisiana . The economy of Monroe/West Monroe is diverse and the surrounding areas served by the hub make up the remainder of the region. Parishes served are Ouachita, Union, Morehouse, West Carroll, East Carroll, Madison, Tensas, Richland, Caldwell and Franklin Parishes.

These Parishes are the most economically challenged in the state and though changing the Delta region is challenging on all levels, the commitment of the State, Legislature to engage resources to lift this historically challenged area of the state into a viable and vibrant economy through strong workforce efforts and community improvement strategies to increase the opportunities of each.

Having available sites is key to bringing in industry> "You cant invite them to come unless you have a place to put them". We have appealing sites with interstate access, valuable in any region.
Promoting our diverse assets, educational opportunities and marketing these assets to outside industries is a continuing effort of NELEA.

The goal is to increase the number of jobs in the region in the coming year and to combat job loss. Creating competitiveness through increased assets is a goal which will assist in job creation. Improving communities' readiness and participation in economic development on the local level will create new opportunities for each community.

Our objectives or achieving our goals in the continuation of marketing, development of communities in readiness, sites, workforce development, carrying out the state economic development initiatives through vigilant visitation to businesses in the region to identify threats and access remedy.

Creation of 500 net new jobs is one objective. We will create compelling marketing promotional tools, improve our web presence and market to our Blue Ocean identified targets with 4 major marketing events, 3 trade shows and 4 conferences relative to our targets with the intent of creating 25 new relationships valuable to marketing the region. We will place our remaining housing in the hands of low income qualified recipients resulting in improved housing for 4 families. We will work with each of our communities to familiarize them with certified development ready communities resulting in 2 communities starting the two year process. We will hold 10 events familiarizing the communities with site certifications, one per Parish. We have 8 sites considering site certification and two committed to the process. We will certify at least two sites and work with six others to further the process.

We will continue to work our close alliances with infrastructure companies to familiarize them with the needs for economic development. We will conduct familiarization site visits with Entergy and other corporate partners, various water companies and waste treatment facilities to determine capacities available to our most significant sites. We will conduct visits to 20 sites.

We will continue to implement the programs and objectives of Louisiana Economic Development.
