           SPECIAL PROJECT: COMMUNITY Education on Economic Development, Site Selection, Community Parks, Tourism in the Region; and Flood dynamics of the region.


Provide a summary of the project or program:
NELEA Serves 10 Parishes as one of eight Economic Development Organizations. Those Parishes are: Ouachita, Union, Morehouse, West Carroll, East Carroll, Madison, Tensas, Richland, Caldwell and Franklin Parishes. Our charge is to maintain a targeted marketing effort for these Parishes resulting in job creation. We work with existing employers on job retention and job expansion. In the rural communities, we are guiding the effort for communities to become designated as Certified Development Communities, developing a strategic plan with our partners in each town and then assisting each town in implementing the strategies within their chosen timelines. Continue to provide due dilligence with the Franklin Farm Mega Site and complimentary properties nearby. We continue to maintain and update our assets of each region,, keeping a data base updated which includes all medical facilities, schools, churches, public offices. Promotional materials are developed and utilized in marketing. We provide technical assistance to any business, new or existing when needed and requested and where value added is apparent. We have branded "the Northeast Louisiana Magic Circle of Tourism" with all Parishes participating in building a tourism trail with Poverty Point as the center piece. We are continuing our efforts to certify sites and look to add a minimum of 2 new ones this year and to keep the available building database through Entergy and Louisiana Economic Development, so that the state and Entergy can also market Northeast Louisiana. We mentored and established the Richland Chamber of Commerce, which now has a large membership and consistent community activities. We partner with Jumpstart and the Division of Education to increase participation in career pathways in the high schools. This effort is to get our graduating high school students better prepared to enter the workforce, if that is their choosing and to gain a better qualified workforce for our Employers. We seek grants to increase the leverage of dollars awarded.
o We will participate in any new federal initiatives that replicate the success of the Renewal Community programs that we ran in North and Central Louisiana which produced$128 Million in federal tax credits for businesses, 4200 jobs, retained 8500 jobs and represented a capital investments of $303 Million in parts of 25 Parishes.
o We have continued to partner with the Louisiana Delta Initiative.
o Under a grant from USDA we have developed and presented site certification classes and introductions throughout the region. We have developed web sites for rural communities and continued to market and develop marketing tools.
o We assist in information gathering, site development, advertising, local initiatives and ongoing programs to better the communities and increase the competitive position of the region.
o We are partnering with La Delta Community College, LA Tech, and ULM on local initiatives and programs to reach out to businesses.
o Through our Neighborhood Stabilization Program, we purchased 9 houses and have placed or sold 5 of them to low-moderate income families. We will place the other 4 as well.
o Oversight & promotion of the Franklin Farm site is complimentary to the strong effort of the state to bring the large industry we desire Richland Parish.
o Represent NE La at industry trade shows and develop leads from those shows as marketing targets.
o Attend relevant workshops and conferences to develop industry contacts in target industries.
Our commitment to the Delta is ongoing and the assistance of the state is needed.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          The public purpose is to lift the communities to be receiving and knowledgeable about Economic Development in their Parish, City or Town, identify critical areas preventing success and to work to develop resources from within, such as tourism, events, City and Town initiatives such as clean cities, litter, "talk the talk" and "walk the walk" of building our region and our state.

By giving focus to additional areas than those we are contracted to deliver, we will boost our economic development resources and abilities.

We also have a partnership collaboration in 3 of our Parishes on Work Keys, a job ready skills course and testing to ready students for jobs.

What are the goals and objectives for achieving such purpose?
          More adaptable economic ready communities, developed and meaningful strategic plans and involvement of a greater number of community members. Our manufacturers and other employers support the job work keys effort and expect to gain more job-ready applicants as a result.
