           Mooringsport's Caddo Lakeside Lodge Project - To continue the rehabilitation work on a 1916 National Registered Listed lodge building that will stimulate
the economy of the Village of Mooringsport and North Caddo Parish.

This is a phased project with the requested funding being for Phase 2. Phase 1 involved a commercial metal roof and rain gutter
replacement, custom parapet capping, the replacement and restoration of the exterior wood trim, exterior brick re-pointing, and
masonry repairs. The Phase 1 repairs were funding by private donations. Phase 2 will involve the restoration of the 43 original
wooden windows (as required by the LA Division of Historic Preservation), a new electrical system, 3-zone HVAC system, plumbing
upgrades to support four refurbished restrooms where two will be ADA compliant, and a small warming/catering kitchen. In addition,
a fire escape to create a required second egress for the second floor museum area plus interior wall, ceiling, and flooring repairs.
The electrical, HVAC, and plumbing systems will require a custom designed plan. All equipment purchased will be installed in the
building and will become property of the Village of Mooringsport

What is the entity's public purpose, sought to be achieved through the use of state monies?
          The historic building was donated to the Village of Mooringsport in the fall of 2022 by the Brotherhood of Freemasons. Due to the Mason's membership declining, the building's maintenance had been neglected for a number of years. As a result, upgrades are needed to return the building to being usable. Thanks to private donations, the building does have a new commercial-grade metal roof and rain gutter system to prevent water ingress.

The objective is to rehabilitate the building to functions as a community center venue on the first floor, and to house the Mooringsport museum collection on the second floor. The building was designed as a facility for hosting functions therefore, no structural changes are required. In addition to functioning as a public community center and museum, with the building being located at scenic Caddo Lake with lake frontage, the Caddo Lake Institute, The Greater Caddo Lake Association of Louisiana, 1North Adventure Trails Recreation Area, Louisiana Trust for Historic Preservation, Caddo Parish Department of Parks & Recreation, and North Caddo High School Alumni Associations have expressed interest in using the facility for public functions once it is made usable.

What are the goals and objectives for achieving such purpose?
          The goal is for the Village of Mooringsport and North Caddo Parish to have a lakeside facility to host special events to help bring the community together and to help restore pride in the area. A fee schedule will be established for using the facility to help with the maintenance, operational costs, and future restoration projects for the building. After the venue becomes established, revenue from renting the facility will help fund a part-time position for the village to manage the facility. It will also contribute to the village's maintenance staff for repairs and grounds upkeep. In addition, having a nice facility to house, display, and expand the Mooringsport museum collection will attract tourists, in addition to seeing the National Registered restored building.
