To help families successfully break cycles of poverty and homelessness, the New Orleans Women & Children’s Shelter (NOWCS) has created a home-like shelter environment where families recover and normalize. NOWCS provides a continuum of innovative programs and case managed services that support families to build the capacity and skills to sustain independence in their own homes. Former guests who have transitioned to new homes are served through the TAP AfterCare program that helps to ensure their long-term case managed sustainability and a permanent end to homelessness. All families served are homeless upon program entry, living well under the ALICE Threshold.

What is the entity's public purpose, sought to be achieved through the use of state monies?
NOWCS serves the greater New Orleans area, a community with historically high homelessness numbers that is especially vulnerable to housing insecurity. The current economy has created a homelessness crisis everywhere, and this problem is especially significant in New Orleans, with its high poverty level. Families living on the brink of homelessness have been pushed over the edge. Working families have experienced a crisis in childcare, which created either an exorbitant expense or kept at least one parent from work. Family homelessness has steadily risen, and NOWCS provided a safety net for families who have fallen into homelessness during these challenging economic times.

The mission of New Orleans Women & Children’s Shelter (NOWCS) is to enable families to transition from a life of homelessness and poverty to one of stability and self-sufficiency.
