Provide a summary of the project or program:
The Broad Street and Bayou Road Placemaking Initiative is a targeted corridor improvement project designed to enhance the functionality, visibility, and economic activity of two of New Orleans’ most significant commercial corridors. Broad Street, the second most trafficked corridor in the city, and Bayou Road, the oldest thoroughfare in New Orleans, together support nearly 300 commercial storefronts that serve as a vital hub for local businesses, services, and neighborhood activity.

This project will fund the installation of coordinated streetscape enhancements, including street signage such as banners and wayfinding markers, as well as durable public amenities including planters, benches, and bike racks. These improvements are intended to create a more organized, navigable, and visually cohesive environment that better supports both daily users and visitors to the corridor.

The purpose of this initiative is to strengthen the physical conditions of the corridor in a way that directly supports economic activity. Improved wayfinding and signage will increase visibility for businesses and make it easier for customers to locate and access destinations. The addition of street furnishings will enhance comfort and usability, encouraging pedestrian activity, supporting alternative transportation options, and creating an environment where individuals are more likely to spend time and engage with local businesses.

Beyond improving the user experience, the project will also contribute to a more structured and functional public right-of-way. Strategically placed elements will help define pedestrian areas, improve the flow of activity, and contribute to a safer and more predictable streetscape. All improvements will be designed with durability and long-term maintenance in mind, ensuring that the investment delivers sustained value over time.

The anticipated impact of this project includes increased foot traffic, improved business visibility, and stronger overall corridor performance. By investing in practical, high-quality infrastructure, the initiative will support continued commercial activity, enhance the appearance and organization of the corridor, and reinforce Broad Street and Bayou Road as key economic and neighborhood destinations within the city.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The public purpose of this project is to improve the functionality and accessibility of two of New Orleans’ most significant commercial corridors through targeted public infrastructure investments. Broad Street, the second most trafficked corridor in the city, and Bayou Road, the oldest thoroughfare in New Orleans, together support nearly 300 commercial storefronts that provide essential goods, services, and employment opportunities for surrounding neighborhoods.

State funding will support the installation of streetscape elements—including signage, benches, planters, and bike racks—that enhance the usability and organization of the public right-of-way. These improvements will make the corridor easier to navigate, more comfortable to use, and more supportive of daily activity for residents, workers, and visitors.

This investment serves a clear public benefit by improving access to businesses and services while supporting consistent economic activity along both corridors. In addition, the project promotes responsible stewardship of public space through the use of durable, low-maintenance infrastructure that will provide long-term value.

Through these improvements, state funds will support a more functional, accessible, and well-maintained corridor environment that benefits the broader public.

What are the goals and objectives for achieving such purpose?
The goal of the Broad Street and Bayou Road Placemaking Initiative is to improve corridor performance by increasing business visibility, strengthening pedestrian activity, and enhancing the overall functionality of the public right-of-way. This will be achieved through a set of coordinated objectives focused on accessibility, usability, and long-term corridor maintenance.

A key objective is to improve navigation and destination awareness by implementing a consistent system of banners and wayfinding signage. These elements will help users more easily identify businesses and key locations, reducing barriers to access and supporting increased customer flow throughout the corridor.

Another objective is to increase pedestrian activity and time spent within the corridor by introducing amenities that improve comfort and convenience. The addition of benches, planters, and bike racks will support walkability, provide opportunities for rest and gathering, and accommodate a range of transportation options, contributing to a more active and engaged streetscape.

The initiative also aims to improve the organization and functionality of the public right-of-way by guiding how space is used. Strategically placed streetscape elements will help define pedestrian zones, support a more orderly flow of activity, and contribute to a safer and more predictable environment for corridor users.

Finally, the project seeks to ensure that all improvements deliver sustained value by prioritizing durable materials and straightforward maintenance approaches. This will reduce long-term upkeep costs while preserving the quality and effectiveness of the infrastructure over time.

Together, these objectives are intended to produce measurable outcomes, including increased foot traffic, improved access to businesses, and a more efficient and user-friendly corridor environment that supports ongoing commercial activity.
