The program targets the Twelve Mile Bayou System — one of the most ecologically significant and historically neglected waterway corridors in the region — for debris removal, environmental cleanup, and sustained maintenance. Alongside the bayou restoration work, the program deploys targeted blight reduction strategies in the residential neighborhoods adjacent to the bayou corridor, including property standards inspections, blight enforcement sweeps, and community-led cleanup events.
The program is built around five core work streams: (1) professional bayou debris removal and environmental restoration; (2) installation of litter enforcement surveillance cameras along the bayou corridor to deter illegal dumping; (3) acquisition of equipment to support ongoing and sustainable bayou maintenance operations; (4) community education, outreach, and resident engagement in environmental stewardship; and (5) property standards sweeps, blight enforcement referrals, and community cleanup events in neighborhoods adjacent to the bayou system.

Objective 1: Remove debris, pollutants, and invasive materials from the Twelve Mile Bayou System to restore the natural function, aesthetic quality, and ecological health of the waterway corridor.
Objective 2: Install litter enforcement surveillance cameras at key points along the bayou corridor to deter illegal dumping and support ongoing enforcement efforts.
Objective 3: Acquire and deploy equipment to establish a sustainable, ongoing maintenance program for the Twelve Mile Bayou System following initial cleanup.
Goal 2: Neighborhood Blight Reduction in Adjacent Communities
Objective 1: Conduct property standards inspections and blight enforcement sweeps in residential neighborhoods adjacent to the Twelve Mile Bayou corridor to identify code violations, blighted structures, and illegally dumped materials.
Objective 2: Coordinate and execute community cleanup events to mobilize residents, remove debris from neighborhood streets and lots, and restore community pride in affected areas.
Goal 3: Community Education, Outreach, and Resident Engagement
Objective 1: Implement community education and outreach programming to engage residents, schools, and neighborhood organizations in environmental stewardship, responsible waste disposal, and long-term bayou preservation.
Objective 2: Build community capacity for sustained environmental stewardship by training and engaging residents as active participants in bayou maintenance and neighborhood cleanup activities.
