          The expenditure of state funds on the Simon Bolivar Park project will serve a critical public purpose by reducing localized flooding through the integration of green infrastructure and stormwater management systems within a public park. By capturing and managing stormwater during heavy rain events, the project will improve neighborhood resilience, protect nearby properties, and reduce strain on municipal drainage systems.

The project will transform an underutilized area into a safe, accessible, and environmentally sustainable public space that enhances community well-being. The initiative also advances workforce development by creating training and employment opportunities in green infrastructure installation and maintenance, supporting local economic growth while building capacity for long-term environmental stewardship.


What are the goals and objectives for achieving such purpose?
          Goals and Objectives:
The Urban Conservancy will implement the Simon Bolivar Park project to achieve measurable public benefits in stormwater management, flood risk reduction, public safety, and workforce development through the installation of a functional rain garden/bioswale and associated green infrastructure.

Goal 1: Reduce localized flooding and improve stormwater management capacity.

-Design and construct a rain garden capable of capturing and infiltrating several thousand gallons of stormwater runoff during peak rain events.

-Redirect stormwater flows from impervious surfaces into the rain garden to reduce the volume of runoff entering nearby catch basins.

-Utilize native and water-tolerant plant species, engineered soils, and subsurface storage to maximize infiltration and evapotranspiration.

-Improve on-site water retention to decrease pressure on the City’s aging grey infrastructure and pumping systems during heavy rainfall events.

Goal 2: Enhance public infrastructure and community resilience.

-Transform an underutilized parcel into a safe, accessible, and environmentally sustainable public green space.

-Integrate durable, low-maintenance landscape features that provide long-term stormwater management benefits while improving neighborhood aesthetics and usability.

-Increase community resilience to climate-driven storm events by demonstrating scalable, nature-based solutions that complement existing drainage infrastructure.

Goal 3: Provide environmental and educational benefits.

-Improve water quality by filtering pollutants, sediments, and debris from stormwater runoff before it enters the municipal drainage system.

-Support urban biodiversity through the introduction of native plantings that create habitat for pollinators and other wildlife.
Incorporate signage or programming to educate the public on the function and benefits of green infrastructure and stormwater management practices.

Goal 4: Support workforce development and economic opportunity.

-Create workforce training opportunities in green infrastructure installation, landscaping, and maintenance, with a focus on engaging local residents.

-Provide hands-on learning experiences that build skills in stormwater management practices, contributing to a growing sector of environmental and resilience-focused jobs.

-Support local economic development by preparing a skilled workforce capable of implementing similar projects throughout the region.

Goal 5: Ensure long-term functionality and sustainability.

-Establish a maintenance plan to ensure the continued performance of the rain garden, including routine inspections, debris removal, and plant care.

-Monitor project performance to assess stormwater capture capacity and inform future green infrastructure investments.
