Provide a summary of the project or program:
           In order to fulfill our mission, NODF purchased a building in 2001, located at 4370 Louisa Drive. This allowed the organization to provide services in a permanent location. In 2005, Hurricane Katrina damaged the structure. In 2013, the New Orleans Redevelop Authority purchased the damaged property from NODF. The sale of the former building and the annual commitment made by the New Orleans Alumnae chapter for maintenance and insurance allowed NODF to purchase the Delta Complex in September 2015 from the Archdiocese of New Orleans and the Corpus Christi-Epiphany Church parish.

In the absence of FEMA funding, NODF purchased a city block of New Orleans on which three buildings were still standing after Hurricane Katrina. The properties sit on several acres in the famous Historic Seventh Ward in New Orleans. Included in the acquisition are twenty large stained glass windows in the former church. The stained glass windows in the former church depict the Old and New Testaments; making the former Epiphany Church one of only five Catholic churches in the United States having that distinction.

It is the intent of NODF to have the former church designated an Historic Site by the Department of Interior and local and state preservation agencies. NODF is currently redeveloping the former rectory as we complete our overall Master Plan for the site. NODF was able to acquire the property to begin the planning and redevelopment without government or private financial assistance at this point. Thus far, all equity investment has been made by NODF.

Rather than a single-purpose building, the Epiphany Community Resource Center delivers six distinct but mutually reinforcing program areas: 1. Solar Resilience Hub, 2. Community Health Satellite, 3. Food Pantry & Distribution Center, 4. Workforce Training Center, 5. Heritage Event Hall, and 6. Community Courtyard. Each pillar addresses a documented gap in 7th
Ward services, each is grounded in committed community partnerships, and together they create the comprehensive neighborhood anchor that no single organization — or single building — could achieve alone.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          State appropriations would support the early stages of planning and redevelopment for the NODF complex, laying the groundwork for expanded community programming and services. The NODF Foundation has a history of successfully managing grants from a variety of public agencies, corporations, and community initiatives to support programs that benefit residents and strengthen community capacity.

For every $1 of state investment, this project will generate more than $10 in total investment, restore 52,000 square feet of community space, eliminate two decades of blight, and give the 7th Ward the anchor it has been owed for twenty years.


What are the goals and objectives for achieving such purpose?
          On June 27, 1988 the New Orleans Delta Foundation (NODF) formerly the Delta Sigma Theta New Orleans Alumnae Foundation was chartered. Overall, the NODF Foundation’s activities demonstrate a commitment to supporting a diverse network of nonprofit organizations, faith-based institutions, civic groups, and community service agencies. These investments help strengthen community infrastructure by addressing housing stability, senior services, health and wellness, youth enrichment, cultural programming, and poverty reduction, ultimately improving the well-being and opportunities of residents across the region.

Since its inception in 1988, the NODF Foundation has remained committed to supporting higher education by providing scholarships to deserving students pursuing postsecondary degrees in the New Orleans area. The foundation has awarded scholarships to students enrolled at Delgado Community College, Dillard University, Southern University at New Orleans, and Xavier University of Louisiana, helping to offset the cost of tuition and other educational expenses.

We are not external actors; we are the residents, educators, and leaders who remained through the floodwaters and the long years that followed. This campus redevelopment is our raison detre—a physical manifestation of our commitment to social action and restorative justice. We have invested our own equity to purchase this city block for $510,000 in September 2015, ensuring that this historic anchor remains in community hands.

We are not asking for charity. We are asking for the catalyst that our community has earned.
