Provide a summary of the project or program:
Robinson Film Center (RFC) is a nonprofit arts and education organization located in downtown Shreveport, Louisiana. Its mission is to educate, enrich, and entertain through the power of film. Since opening in 2008, RFC has become a cornerstone of Northwest Louisiana’s cultural landscape, offering year-round programming that blends cinema, food, and community engagement.
RFC operates two state-of-the-art theaters, an education center, and Abby Singer’s Bistro, a full-service restaurant that serves as a gathering place for the community. Each year, RFC welcomes more than 40,000 visitors through diverse programming that includes local, independent, documentary, international, and major studio films. The center works to ensure everyone has access to meaningful cultural experiences—regardless of background, income, or ability.
Through partnerships with organizations such as the Red River Revel, PACE, Jewish Federation of Northwest Louisiana, and Shreveport Symphony Orchestra, RFC creates programs that reflect and serve the entire community. Recent initiatives include the Reel Vibez series for younger audiences, CineNoir: Black Voices in Film, and Open Caption Screenings for Deaf and hard-of-hearing patrons.
Education remains central to RFC’s mission. The organization provides film literacy programs to thousands of students annually through field trips, workshops, the Teen Film Council, and Summer Film Camp. A new workforce apprenticeship program now connects students with professional filmmakers, preparing them for future careers in the industry.
As Shreveport experiences cultural and economic revitalization, RFC serves as both a cultural anchor and catalyst, building community through film while inspiring future storytellers. By combining art, education, and collaboration, the Robinson Film Center continues to strengthen Northwest Louisiana’s creative identity and expand access to the arts for all.

What is the entity's public purpose, sought to be achieved through the use of state monies?
RFC anticipates continued growth across two of our primary areas of impact- film exhibition and education- while offsetting the industry-wide erosion of theatergoers by deepening the quality of experiences offered. By expanding programming and community engagement, we expect to achieve measurable outcomes that strengthen our role as both a cultural anchor and catalyst for regional growth.
In our theaters, we anticipate welcoming 16,000 patrons, matching last year’s numbers while broadening audience diversity through new initiatives like Reel Vibez, CineNoir, and special event screenings and partnerships. This helps us sustain attendance and expand participation among younger and more diverse audiences as our older audience ages out.
In education, RFC projects will serve 6,500 students, up from our current number of 5,000. Through film literacy programs, workforce development apprenticeships, and school partnerships, we will provide students with meaningful opportunities to engage with film as both art and a career pathway. Increased traffic in our events, theater, and bistro programming will help provide lift and exposure to our education programs.
What are the goals and objectives for achieving such purpose?
Over the past three years, RFC has achieved significant outcomes in expanding access, strengthening community partnerships, and increasing participation in the arts. In 2024–2025, RFC welcomed 16,000 theater patrons, maintaining strong audience levels through diverse programming such as CineNoir: Black Voices in Film, StorytellHERS, and Reel Vibez, which engaged younger and more diverse audiences. The Bistro served 17,000 patrons, blending food and film to create unique cultural experiences that extend beyond the screen. RFC served more than 5,000 students through school field trips, workforce development initiatives, and film literacy programming. Our Teen Film Council and Summer Camps remain popular with parents and students throughout the year, and RFC participates in Film Prize Junior, maintaining strong ties with Prize Foundation, another local nonprofit that provides film education access.
Our goal this year is to continue this type of growth, particularly when it comes to workforce development. We are piloting a program where students get to work on real world film and media projects alongside industry professionals to help better position them for an entry level role in the industry. This is vital to the growth of our region as a film and entertainment production hub.
What is the proposed length of time estimated by the entity to accomplish the purpose?
Continuous, on an annual cycle.
