What is the entity's public purpose, sought to be achieved through the use of state monies?
          The public purpose of this appropriation is to protect the health, safety, and welfare of Louisiana citizens in Plaquemines Parish by strengthening facility safety and emergency preparedness while ensuring the timely restoration and delivery of coordinated child advocacy and behavioral health services following emergency events.

Plaquemines Parish is a coastal, disaster-vulnerable community where access to essential human services is often disrupted due to mandatory evacuations and infrastructure impacts. This funding will support targeted building safety and emergency preparedness enhancements that allow the Plaquemines Community C.A.R.E. Centers to safely and efficiently resume operations as residents return to the parish after an emergency. Rapid restoration of services is critical to community stabilization, particularly for vulnerable children and families impacted by trauma, displacement, and crisis.

The CARE Center provides an integrated, multidisciplinary service model that serves children, adults, and families through behavioral health treatment, forensic interviewing, victim advocacy, and coordinated case management. Through its Children’s Advocacy Center, the organization supports the investigation and prosecution of child abuse cases by conducting forensic interviews and coordinating multidisciplinary team responses. In addition, through its Court Appointed Special Advocates (CASA) program, the organization provides trained volunteer advocates who represent the best interests of children involved in the court system due to abuse or neglect, ensuring their needs are consistently represented throughout legal proceedings. Through its behavioral health programs, the organization delivers assessment, counseling, and therapeutic services that address trauma, mental health conditions, domestic violence, and related public health concerns.

State investment in these services produces a direct public benefit by restoring access to care as quickly as possible following disasters, enhancing coordination among law enforcement, courts, schools, healthcare providers, and parish government, and reducing fragmentation in service delivery during critical recovery periods. These efforts result in more efficient use of public resources and improved outcomes for individuals and families.

Additionally, early intervention and coordinated care following disasters reduce reliance on higher-cost state systems, including emergency rooms, hospitalization, child welfare placement, and justice system involvement. By addressing behavioral health needs and trauma as residents return and begin recovery, this initiative contributes to long-term cost avoidance for the State of Louisiana.

This appropriation serves a clear and legitimate public purpose by strengthening community resilience, supporting recovery and stabilization efforts, protecting vulnerable populations, and ensuring that essential services are restored, accessible, and effective for the citizens of Plaquemines Parish.


What are the goals and objectives for achieving such purpose?
          Goal 1: Ensure facility readiness and rapid restoration of services following emergency events.

Complete targeted building safety and emergency preparedness improvements that support safe reentry and operational readiness after disasters.
Maintain and implement a Continuity of Operations Plan (COOP) focused on timely resumption of services upon return of residents.
Train 100% of staff annually on emergency protocols, reentry procedures, and service restoration expectations.

Goal 2: Provide timely and coordinated child advocacy services during community recovery periods.

Resume forensic interviewing and multidisciplinary team coordination as soon as conditions allow following an emergency event.
Provide court-based advocacy through the CASA program, ensuring trained advocates are assigned to represent the best interests of children involved in abuse and neglect proceedings.
Maintain multidisciplinary team (MDT) case review participation with partner agencies to ensure continuity of care and case progression.
Ensure that 100% of children served receive appropriate referrals for advocacy, medical, and behavioral health services.

Goal 3: Deliver accessible behavioral health services to support post-disaster recovery and stabilization.

Provide mental health assessments, counseling, and trauma-informed treatment to individuals and families impacted by disaster-related stress and disruption.
Restore service delivery across office-based, school-based, community-based, and telehealth platforms as soon as feasible following reentry.
Achieve measurable improvement in client functioning based on standardized assessment tools and treatment goals.

Goal 4: Strengthen cross-system coordination during recovery phases.

Maintain active collaboration with law enforcement, courts, schools, healthcare providers, and parish government to support coordinated recovery efforts.
Reduce service gaps and duplication through integrated case management and communication across systems during post-disaster periods.
Participate in regular multidisciplinary meetings to ensure continuity, efficiency, and effective service delivery.

Goal 5: Reduce long-term public system costs through early post-disaster intervention.

Provide early behavioral health and advocacy services following community reentry to prevent escalation of trauma-related needs.
Reduce reliance on high-cost emergency and crisis systems by stabilizing individuals and families during recovery.
Track service outputs and outcomes to demonstrate effectiveness, accountability, and alignment with public funding priorities.
