Provide a summary of the project or program:
LYS is a weeklong leadership high school leadership program. LYS 2025 will be held July 20-25 on the campus of Louisiana State University.
LYS enhances the leadership potential in each individual and provides leadership opportunities through hands-on experience, focusing on developing core leadership skills such as effective communications, setting and achieving goals, team building, understanding and accepting others, developing self-confidence, conducting effective meetings, and problem-solving skills.

We welcome all high school incoming juniors and seniors (and sophomores who are up to the challenge) throughout Louisiana. Students come to LYS via a variety of ways: selected by their schools, sent by their parents, recruited by past LYS participants or staff and by LYS friends and family. We will use these funds to help cover operating costs of the program.

What is the entity's public purpose, sought to be achieved through the use of state monies?
Leadership skills, such as goal setting, problem-solving and sound decision-making, are skills that are necessary to create change (MacNeil, 2000). Further, young leaders demonstrate higher career aspirations, increased self-esteem, and improved high school completion rates (Bloomberg, Ganey, Alba, Quintero, & Alcantara, 2003). By supporting and engaging young leaders, organizations and communities experience direct benefits (Zeldin, McDaniel, Topitzes, & Lorens, 2001).

LYS directly addresses these needs through a successful and effective model that focuses on developing inclusive leadership development. The theme of LYS is “No Man Is An Island” – no man, no woman, no person is an island. At LYS, students experience the impact of working together to advance change.

LYS is a non-profit 501 (c) 3 organization funded by tuition paid by students, by donations and by “tuition scholarships” provided by individuals and corporations. The $650 tuition covers only a portion of the cost of LYS, and we subsidize the program through outside fundraising and grant-seeking. The largest single expense is for food and lodging at LSU for the students during the leadership camp. We depend on donations from our supporters to continue to make LYS possible.

State monies will support coverage of the primary operational costs of food and lodging at LSU for the students during the leadership camp and support our continued commitment to a diverse student delegation.

Annually, LYS provides scholarships for students who could otherwise not afford the tuition of $650. Additionally, LYS subsidizes all paying students to ensure that the program remains affordable to all. The true cost of a student to attend is $1000+; therefore, LYS raises funds to pay for the tuition subsidy for a total of $70,000 each year. Each year, 100+ of the student attendees have a corporate or individual tuition sponsor for a total of approximately $100,000 per year.

Approximately 300 students attend from throughout the state, with averages of 25% from New Orleans, 24% from Baton Rouge, and 22% from Acadiana areas attending each year. The student delegation is diverse with an average of 50% of students from minoritized backgrounds, 33% identifying as Black/African American.

What are the goals and objectives for achieving such purpose?
Objective 1 - Spend approximately $80,000 on housing costs to help maintain lower tuition cost to students attending.

Objective 2 - Spend approximately $60,000 on food costs to help maintain lower tuition costs to students attending.

Objective 3 - Spend approximately $10,000 on equipment rental to help maintain lower tuition costs to students attending.

What is the proposed length of time estimated by the entity to accomplish the purpose?
The proposed length of time estimated is 6 months. LYS 2026 program is July 19-24, 2026; with final billing completed by December 2026.
