Project Secure the Hub — Acquisition and Rehabilitation of the Former Oil City Elementary/Middle School for the North Caddo Community Resource Hub
North Caddo Community Coalition (NC3) proposes to acquire and rehabilitate the former Oil City Elementary/Middle School in Oil City, Louisiana, for adaptive reuse as a comprehensive community resource hub serving residents of North Caddo Parish. The project will transform a currently underutilized public-school property into a permanent community asset supporting education, youth development, food access, workforce and life-skills development, recreation, community services, and other charitable programs.
Capital Outlay funding would support eligible costs associated with property acquisition and phased rehabilitation of the facility. Anticipated rehabilitation needs include building stabilization and life-safety improvements; HVAC, plumbing, electrical and other major building systems; accessibility improvements; cafeteria and fixed kitchen infrastructure; gymnasium, auditorium and classroom rehabilitation; building-envelope and ceiling repairs; site and infrastructure improvements; and professional, engineering, environmental and other costs necessary to return appropriate portions of the property to safe and functional community use.
NC3 intends to redevelop the property in phases, prioritizing improvements necessary to secure the facility, prevent further deterioration, address health and safety concerns, and place usable portions of the campus into service responsibly. Future program areas are expected to support NC3’s charitable mission through initiatives including culinary education and community feeding, multimedia education, youth development and recreation, agricultural and farm-to-table programming, financial and computer literacy, workforce and self-sufficiency programming, elderly assistance, mentoring and other community-based services.
The project is intended to establish permanent community infrastructure in North Caddo Parish rather than create a single-purpose facility. By preserving and repurposing an existing educational campus, NC3 seeks to create a centralized location where residents can access programs, resources, educational opportunities and community support designed to promote self-sufficiency, opportunity and long-term community development.
NC3 is currently pursuing acquisition of the property and assembling property records, historical operating information, technical documentation and rehabilitation cost information needed to refine the project’s scope, budget and implementation plan. The project will proceed subject to successful acquisition, applicable due diligence, funding availability and all required governmental, regulatory and professional approvals.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The public purpose of Project Secure the Hub is to establish permanent community infrastructure in North Caddo Parish by acquiring and rehabilitating the former Oil City Elementary/Middle School for adaptive reuse as a nonprofit community resource hub. State funding would preserve and return an underutilized former public-school campus to productive community use and provide a centralized location for charitable programs and services benefiting children, families, elderly residents, and other residents of North Caddo Parish.
The facility is intended to support educational, recreational, nutritional, workforce-development, agricultural, and community-support activities. Planned uses include youth development and recreation; culinary education and community feeding; multimedia education; agricultural and farm-to-table programming; financial and computer literacy; workforce and self-sufficiency programming; mentoring; elderly assistance; and other community-based educational and charitable services.
The state investment would primarily support acquisition and capital rehabilitation rather than routine organizational operations. Rehabilitation would be undertaken in phases, beginning with improvements necessary to stabilize the property, protect the public investment, address life-safety and accessibility needs, restore critical building systems, and place appropriate portions of the campus into safe and functional community use.
The long-term public purpose is to create a durable community asset that expands access to opportunity, education, resources and services in North Caddo Parish while preserving and repurposing existing community infrastructure.
What are the goals and objectives for achieving such purpose?
Goal 1 — Secure the property for long-term community use.
Complete the acquisition process for the former Oil City Elementary/Middle School, subject to successful negotiations, due diligence, funding availability and required approvals.
Goal 2 — Stabilize and rehabilitate the facility.
Conduct necessary professional assessments and implement phased capital improvements addressing priority conditions such as life safety, accessibility, building envelope, HVAC, plumbing, electrical systems, ceilings, and other critical infrastructure.
Goal 3 — Restore functional community spaces.
Rehabilitate appropriate portions of the campus, including classrooms, cafeteria and fixed kitchen infrastructure, gymnasium, auditorium and other program areas, according to available funding and professionally established priorities.
Goal 4 — Place the property into productive community service.
Establish usable spaces for NC3 programs and community activities supporting youth development, education, food access, recreation, workforce and life-skills development, agricultural programming, multimedia and culinary education, elderly assistance and related charitable services.
Goal 5 — Protect the state’s long-term investment.
Implement responsible financial controls, property management, maintenance planning and phased development practices designed to preserve the facility and support its continued charitable use.
Progress will be measured through acquisition milestones, completion of professional assessments, capital improvements completed, portions of the facility placed into service, programs operating from the facility, and residents served.
What is the proposed length of time estimated by the entity to accomplish the purpose?
Approximately 3–5 years for phased acquisition, stabilization, rehabilitation, and initial implementation of the community hub.
