Provide a summary of the project or program:
This proposal seeks state funding to continue The Center for Literacy & Learning's ongoing statewide pilot program providing comprehensive literacy, numeracy, and family engagement supports to Louisiana public school districts and public charter schools. The program utilizes a multi-tiered system of support (MTSS) framework to strengthen classroom instruction, address student learning needs, and improve academic outcomes for students in grades K to 8.
Through the program, The Center provides job-embedded coaching for educators, targeted instructional support, professional learning, and family engagement services designed to strengthen instructional practices and promote meaningful parent participation in student learning. The initiative prioritizes rural and under-resourced communities, as well as schools experiencing persistent academic challenges.
Rather than addressing literacy, numeracy, and family engagement as separate challenges, The Center brings these essential components together through a coordinated model that connects classroom instruction, targeted student supports, and learning at home. This approach allows specialists to address interconnected barriers to student success while equipping educators and families with the knowledge and tools to reinforce learning across environments.
Building upon the first year of the program, The Center has established regional teams of literacy, numeracy, and family engagement specialists who provide coordinated, wraparound services and technical assistance to participating schools and districts. These teams are designed to serve multiple school systems, reaching schools in 25-30 local education agencies (LEAs) across the state each year.
The Center’s multidisciplinary model emphasizes collaboration, capacity building, and sustainability. Specialists work directly with educators, administrators, and families to strengthen instructional practices, improve student achievement, and promote ongoing community engagement. The project integrates with existing school improvement efforts and align with Louisiana’s broader priorities in literacy, numeracy, and whole-child development.
Continued state investment supports a model designed not only to improve immediate academic outcomes, but also to strengthen the capacity of schools and families to sustain those improvements over time. Particularly in rural and under-resourced communities where access to specialized expertise may be limited, this coordinated approach offers school systems a more comprehensive and sustainable means of addressing persistent educational challenges.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The public purpose of this initiative is to improve educational outcomes across Louisiana by strengthening the capacity of public schools and districts to deliver high-quality instruction and targeted student support. By integrating literacy, numeracy, and family engagement into a coordinated model, the program addresses interconnected barriers to student achievement, particularly in rural, under-resourced, and academically at-risk communities.
State funding will sustain access to specialized expertise, strengthen instructional practices, and equip families to support student learning. By building local capacity and reinforcing learning both in the classroom and at home, this investment supports improved academic achievement, reduced educational disparities, and a stronger foundation for Louisiana students' long-term success.
What are the goals and objectives for achieving such purpose?
To improve student achievement in literacy and numeracy by strengthening instructional quality, building educator capacity, and fostering meaningful family engagement through an integrated model of support.
Goal 1: Strengthen Instructional Quality and Student Achievement. Provide coordinated, evidence-based professional learning, job-embedded coaching, and targeted interventions to improve literacy and numeracy outcomes in participating schools.
Goal 2: Strengthen Family Engagement and School Partnerships. Equip schools and families with the tools, resources, and strategies to reinforce classroom learning at home and support student success.
Goal 3: Build Sustainable Local Capacity. Support schools and districts in integrating effective instructional practices, intervention strategies, and family engagement into existing systems to promote continuous improvement and long-term sustainability.
What is the proposed length of time estimated by the entity to accomplish the purpose?
