CAMPAIGN FINANCE:  Provides that changes to the forms by the Supervisory Committee on Campaign Finance and personal financial disclosure forms by the Board of Ethics shall be accomplished through approval of the Committees on Senate and Governmental Affairs and House and Governmental Affairs.
