Rule 6.26. House Executive Committee
A. There shall be a special committee to be called the House Executive Committee
which shall be composed of nineteen members as follows: ex officio, the Speaker and the
Speaker Pro Tempore; and seventeen members appointed by the Speaker. Of the appointed
members, at least one member shall be a resident of each of the congressional districts
respectively.
B. The committee shall have advisory authority to make recommendations to the
Speaker, other officers, and the Committee on House and Governmental Affairs concerning
matters internal to the House including, without limitation, matters affecting House space
and facilities, officers and employees, rules, administration, litigation or other issues of law,
and budgetary and financial questions.
C.(1) The committee shall be divided into the following three standing
subcommittees of at least five members each:
(a) Affairs of the House.
(b) Litigation and Legal Issues.
(c) Personnel.
(2) The Speaker shall appoint the members of these standing subcommittees and
shall designate one member of each to be its chairman. The Speaker, the Speaker Pro
Tempore, and the chairman of the House Executive Committee shall serve ex officio on each
standing subcommittee.
D.(1) The committee shall have the authority to establish an annual vouchered
allotment for members of the House to be drawn by each member in monthly payments. This
vouchered allotment shall be used exclusively for expenses incurred in the course and scope
of duties as a member of the House such as rent for office space; electricity; water; gas;
telephone; communication services; stationery; supplies; salary supplements for one or more
of a member's legislative assistants; mileage or expense reimbursement for official travel in
or out of state; and other expenses related to the holding or conduct of office. The committee
may authorize an unexpended allotment amount to be carried forward from one fiscal year
into the next fiscal year.
(2) This allotment shall be set no later than June fifteenth of the first calendar year
of each term of office. Once set, the allotment shall be effective until changed by the
Executive Committee as provided in this Paragraph. This allotment shall be set or changed
by the adoption of a resolution of the Executive Committee in an open public meeting. In
addition, the amount of the allotment that may be used to supplement the salary of one or
more of a member's legislative assistants shall be set or changed by the adoption of a
resolution of the Executive Committee in an open public meeting.
