PART IV. EMERGENCY GAS SHORTAGE ALLOCATION PLAN
§571. Establishment, promulgation and implementation of plan
The governor of Louisiana shall have the authority pursuant to the police powers
granted him by the constitution of this state, from time to time to declare a state of
emergency as a result of extreme shortages of existing intrastate natural gas for human needs
pursuant to R.S. 30:572(1)(a) through (e). In connection therewith, as soon as practicable,
the secretary shall establish and promulgate a plan for statewide emergency intrastate natural
gas conservation, allocation or rationing, which shall be implemented and enforced by the
secretary under controls and enforcement procedures hereinafter provided. The plan shall
remain in effect as implemented and changed from time to time by the secretary, until the
governor, by proclamation, shall declare that a state energy emergency no longer exists. The
plan shall maintain, preserve and protect all vital services in the state depending upon
intrastate natural gas and, to the extent deemed practicable by the secretary, shall provide for
the curtailment of unnecessary and lesser priority uses of intrastate natural gas.
