HRULE 12.8     

Rule 12.8.  Internet broadcast of proceedings; records; maintenance; applicability

A.  The Speaker of the House of Representatives shall provide that audio and video of the entirety of all legislative proceedings occurring in House committee rooms shall be broadcast live via the Internet.

B.  The Speaker of the House of Representatives shall provide that audio and video of all legislative proceedings in the House Chamber shall be broadcast live via the Internet on each legislative day of a session.

C.  The Speaker of the House of Representatives shall provide that audio and video of the legislative proceedings occurring in House committee rooms or in the House Chamber shall be recorded and maintained for a minimum of three years and that such recorded legislative proceedings shall be available to the public for viewing through a link clearly identified on the Internet home page of the House of Representatives.

D.(1)  The provisions of this Rule shall apply only to legislative proceedings which occur in the State Capitol.

(2)  The audio and video records created pursuant to this Rule shall not be construed as the official record of a legislative proceeding.

E.  If the Speaker of the House of Representatives is precluded from fulfilling the requirements of this Rule due to a technical problem or difficulty beyond his control, the failure to broadcast or record a legislative proceeding shall not be construed in any manner to be a violation of the provisions of this Rule.
