Provide a summary of the project or program:
The Mt. Zion 21st Century Afterschool Program is a community-based activity initiated through the efforts of Mt. Zion Baptist Church to assist in improving the quality of life within a targeted community through educational and social empowerment of its students. The strategy is to help provide a safe environment for youth to receive academic assistance in efforts to help decrease high school dropout rates. The program is in partnership with the local YMCA and the Monroe City School System. Through collaboration, coordination, community participation, and leveraging resources, the program, in its 3rd year, has made a great difference in the area.

The population to be served by this project will be approximately 50 - 100 at-risk students from grades 3 to 6 attending area elementary schools and living in the Mt. Zion church community location. Students attend high-poverty/low-academic performing schools in the City of Monroe, an area located in Ouachita Parish and a part of the most impoverished area of Louisiana.

A major focus of the program will be an emphasis on reading and comprehension. Studies have proven that the self-esteem of a child increases with his/her ability to read and comprehend. Also, children who are failing in reading tend to be more disruptive in class, will eventually dropout of high school and end up in our prison system. During the 2006-2007 year, 15,914 children dropped out of LA's highschools and 70,000 dropped out over the past four years with the largest rates among low-income youth. The high school graduation rate for Monroe City schools in 2012-2013 was 64.4% and 79.3%mfor Ouachita Parish Schools.
Children will be recruited from the area elementary schools (with a focus on those who are currently reading below grade level) during the ending of the school year through the use of flyers; supplemental PSA's, news releases and church FYI bulletins. The program shall operate from June 6, 2016 – July 22, 2016.
Current test scores of students indicate that many in the targeted area need remedial academic assistance, particularly in the area of reading. At least 55 per cent of the students in the area are performing one or more levels below their grade levels. After participation in the Afterschool program, the children will be evaluated, tested as well as surveyed on their reading, social and cultural progress. Each child's scores and evaluations will be compared to the previous data.

What is the entity's public purpose, sought to be achieved through the use of state monies?
A major focus of this afterschool summer program will be an emphasis on reading and comprehension.

What are the goals and objectives for achieving such purpose?
Academic performance and self-esteem, for most students, are elevated when students work in smaller non-structured settings, where peer pressure is not a factor. The outcomes of this program are to provide students with afterschool tutorial assistance and during summer months in retaining what they have learned during the school year. It will also serve as a head start initiative for students who need additional enhancement in reading. By focusing on the development of the whole child as well as on parental involvement, this program will help decrease problems associated with negative behavior and classroom disruptions. Students living in economically-depressed neighborhoods oftentimes are from homes where parents or caregivers are in need of empowerment. This program will initiate social, economical, educational and spiritual empowerment projects to reach and teach caregivers of youth enrolled in the Monroe City Schools. Due to the lack of available summer education programs that meet the needs of low-performing students in the Monroe City Schools, this program is needed.

What is the proposed length of time estimated by the entity to accomplish the purpose?
The program shall operate from June 6, 2016 – July 22, 2016 . The site will be held at the Mt. Zion Family Life Center, 100 North 18th Street, Monroe Louisiana. Hours of operation will be from 7:30AM – 12NOON, Mon-Fri.
