Provide a summary of the project or program:
           The $15M NCLOC allocation will support construction of the Liberation Pavilion. The first floor of the Liberation Pavilion will cover the immediate aftermath of the war while the second floor will focus on the notion that freedom is always under pressure and always being challenged. The third floor will examine the enduring legacy of the war through an amazing theatrical presentation utilizing a revolving theater that will seat 120 people. The Liberation Pavilion is expected to become the Museum’s signature visitor experience.

As always, the State funds will be leveraged with substantial private funding that will magnify the impact of the State’s investment. This will be especially true for the $46.2M Liberation Pavilion. The $15M State allocation will be matched with $31M in private funds.
Beginning with Governor Foster, the State of Louisiana has provided critical support for the $400M expansion which, even though not 100% complete, has elevated The National WWII Museum to recognition as one of the great museums of the world. In 2018, an influential and popular travel website, Trip Advisor, ranked The National World War II Museum as the #8 museum in the world. The Museum could not have achieved this success without State support.

The Museum’s economic impact on the City and State is significant and growing. Almost 72% of Museum visitors come from outside of the State and exit surveys indicate the Museum is driving more than 350,000 room nights in the City of New Orleans. Beyond the economic impact, which alone would justify the State’s investment, the Museum continues to be a great source of pride for the citizens of the State of Louisiana. The many nationally recognized figures supporting the Museum such as Tom Brokaw, Tom Hanks, and Gary Sinise are a constant source of positive national publicity for the City and State.

The mission of the Museum—to tell the story of the greatest generation who gave so much for the freedom that we enjoy today—will always be critical. Our support for this great project ensures that their sacrifice will be remembered and will inspire generations of Americans for many years to come.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          The mission of The National WWII Museum is to tell the story of the war that changed the world, why it was fought, how it was won and what it means today--so that all generations will understand the price of freedom and be inspired by what they learn. Tom Hanks, an earlier spokesperson for the $400M capital campaign, said "The National WWII Museum is a place where you come to learn with your heart as well as your head". It has been described as a place where you go to feel America's greatness.

The State of Louisiana is fortunate to have America's National Museum honoring the generation that fought in World War II located in New Orleans. But beyond the mission of the Museum, the Museum is a major destination attraction for the City and the State. It is rated by Zagat's as the attraction with the "Top Appeal" in the City of New Orleans. Almost 80% of the visitors to the museum are from outside the New Orleans region. In surveys, fifty percent of the out-of-town visitors state the Museum is the first or second reason they came to New Orleans. Thirty percent of those visitors state the Museum is the primary reason for their visit. This defines The National WWII Museum as one of the true destination venues in the City and State. Surveys also show that visitors to New Orleans stay an average of three days in the City. Current visitation for the Museum is 730,000 and visitation is projected to grow to 850,000 upon completion of the expansion. The Museum is an economic engine for the City and the State responsible for driving 350,000 room nights per year. Additionally, the expanded Museum is driving substantial tax revenue.

State funding for the Museum is smart business, because the State dollars are used in conjunction with private funds to leverage the State's investment.

As Important as the direct economic impact is, the Museum has possibly a more profound impact on the City and State_ as a result of the positive image it creates arising out of the often very emotional visitor experiences, as well as the many national and international events sponsored by the Museum both here and in other parts of the country. The Museum is fortunate to have relationships with several national personalities such as Tom Hanks, Tom Brokaw, and Steven Spielberg who often speak about the importance of the Museum to national audiences.

Following Katrina, many people assumed the expansion was like WWII itself, history. How, some postured, can you make a decision to pursue a major expansion when there is so much uncertainty, a negative environment impacting fund raising, so much obvious difficulty managing day to day affairs, so much inflation, so much despair? But emblematic of the spirit that prevailed in America from 1941 to 1945, the Museum Board posed another question: Do you fold your tent because the task has become more difficult even though your mission means more now to the City and to the citizens than anyone had ever imagined before Katrina? Our Board said no. Our Board voted unanimously to move forward and ratified a substantially larger expansion budget even in the face of increased construction costs due to Katrina.

The National WWII Museum remains committed to our mission and to our City and State.

We believe the 300,000 square foot $400 million expansion when complete will make The National WWII Museum, which today is rated by Trip Advisor as the 3rd best museum in the U.S. and the 8th best museum in the world, the number one history museum in the world.
