New Orleans Council on Aging (NOCOA), in its mission to provide quality services to older adults in Orleans Parish, will utilize this project funding to provide a space dedicated to helping older adults age in place and stay active. Our population is aging rapidly.10,000 people turn 65 every day. By 2030, nearly 20% of the U.S. will be 65 and older. It is estimated that there are over 70,000 older adults in the City of New Orleans as many have returned post-Katrina. NOCOA continues to serve a growing number of older adults in Orleans Parish as baby boomers continue to age; therefore, the proportion of people needing community-based services and long-term care has increased significantly and the efforts to meet the demands for health, social, and nutritional services is strained. Direct services such as light housekeeping and daily assistance, legal and advocacy services, caregiver support, nutrition, personal care services, utility assistance, in-home companions, and senior centers are critical to meeting these needs. New Orleans Council on Aging provides these services and administers, with state assistance, the Aging & Disability Resource Center which helps elderly and disabled individuals with unmet needs. For forty years, NOCOA has rented space in one or more offices to provide an array of programs for older adults and their caregivers. As we grow capacity to improve the lives of New Orleans elders', we seek to create a community space for the older adults we serve. The Capital Outlay request for planning, land acquisition and construction for the Administrative Office and Senior Conference Center will assist in service provision for older adults throughout the City of New Orleans. The mission of New Orleans Council on Aging is to protect the rights, promote the well-being, and enhance the self-esteem of New Orleans elderly by generating opportunities for self-reliance and independence.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The New Orleans Council on Aging (NOCOA) mission is to provide quality services to a growing older adult population in Orleans Parish. NOCOA needs an office building to be a permanent fixture in the New Orleans community to accommodate clients and inter-generational community activities. This office would also serve
as a Senior Community Center for New Orleans area older adults. Currently, no senior center or building exists in the mid-town New Orleans area dedicated to older adults in the City of New Orleans.
What are the goals and objectives for achieving such purpose?
The building will meet all of the current ADA requirements and have a groud floor office to assist special needs individuals. Our present rental space is located on the 4th floor of 2475 Canal St.; however, many older clients are unable to access our services when the elevator is out of order. The physical location is currently on three (3) major public transportation bus routes. The anticipated land acquisition is also located in a mid-town location near bus routes and the street car line. We seek to acquire land and/or build an office that will include necessary office space, a senior
center, and dental/health clinic designed for older adults. The mid-town location will also be a source for student interns to receive training and interaction with the older adult population.
