Campti Community Development Center (CCDC) is a 501©3 nonprofit organization located in the Town of Campti, Parish of Natchitoches. Our mission is to provide activities and programs that will improve the mental, emotional, physical and social health of individuals through access to information, education, health and nutrition services. Our vision is to create a safe and prosperous community by becoming a premier community -based agency. We engage diverse, knowledgeable and accountable employees and volunteers working together to provide creative solutions for the societal challenges in this rural, underserved area. CCDC uses our mission and vision as a roadmap to implement programs. CCDC is proposing to collaborate with stakeholders, community leaders, parents, and educational partners to promote “Community Development” within this area. Our goal is to leverage education to build a healthier and more resilient community. For the beholder, education unlocks doors that will forever be closed to those that are illiterate. Education fosters mutual respect, teamwork and strengthens relationships. Literacy is the foundation for promoting social and economic growth and it is essential for Community Development.
Community Development and Education are inseparable. In tandem, they provide a cohesive approach that follows the principles of empowerment, inclusion, social justice, and human rights. Our initiative will lead to more positive outcomes, including helping children and families develop skills, knowledge, and self-efficacy; provide a fantastic way of addressing social and community issues, create a sense of trust, belonging, and care among different communities; facilitate equality, reduce crime rates, and create better job opportunities. Education is defined as studying and learning to understand and gain a more profound knowledge of various subjects. Children need to be able to read in order to engage in the education process which will lead to later success. Literacy is vital for any community to thrive and survive. If we start with the children, they will have an opportunity to have a rich learning experience and have an opportunity to overcome obstacles that adults in this community are still struggling with. CCDC offers a mentoring program, feeding program, summer and afterschool enrichment programs to assist students in improving their reading and comprehension skills. We also offer STREAM -science, technology, reading, engineering, the arts and mathematics.
For the past three years, the public schools located in this community have been marked by Louisiana State Department of Education as being in “Urgent Need of Assistance”. The local elementary school has received a letter grade of D or F. CCDC is proposing to use education as the pipeline for Community Development. This organization realizes we can’t change the problem overnight, but we can begin with our children. We can provide the children with extra educational tools so they can succeed in life. Otherwise, the viscous cycle of poverty will continue to hover over this community. There can be no Community Development without a good education so to develop this community we will have to start with the children.

What is the entity's public purpose, sought to be achieved through the use of state monies?
CDC is proposing to promote "Community Development" through the educational initiatives of this organization, we are proposing to promote social and economic growth. Our initiative will lead to more positive outcomes, including helping children and families develop skills, knowledge, and self-efficacy. Unfortunately, like other communities throughout the United States and within the state of Louisiana, the Town of Campti suffers from poverty, drugs and alcohol, teen pregnancy and other community woes. Mental Health and Substance Abuse (Opioids) as key factors to increased crime, high poverty rates and family dysfunction. These situations have led to or served as catalysts for problematic behaviors, such as low performing schools, juvenile truancy, swelling school dropout rates and a high population of parental incarcerations. According to the Centers for Disease overdose deaths involving cocaine also increased by 26.5 percent. Based upon earlier research, these deaths are linked to co-use or contamination of cocaine with illicitly manufactured fentanyl or heroin. Overdose deaths involving psychostimulants, such as methamphetamine, increased by 34.8 percent. The number of deaths involving psychostimulants now exceeds the number of cocaine-involved deaths. Opioid-related deaths have been increasing at a steady rate for several decades. The rise in deaths is outpacing the growth in the number of people misusing opioids; meaning that each episode of misuse is increasingly lethal. In Louisiana, the death rate is even more staggering. The Louisiana Office of Public Health found that Opioid-involved deaths increased from 12.13%, in 2019 to 25.02% in 2020 and even higher to 31.20% in 2021. That is a total increase of 269% of opioid/stimulant involved deaths according to Louisiana’s Opioid Surveillance Program. According to data collected by Louisiana’s Opioid Surveillance Program, Louisiana is witnessing a rise in fatal and nonfatal opioid overdoses during the COVID-19 pandemic. Individuals became cut off from services and disconnected from support systems, which, therefore, made it difficult for individuals to seek help. CCDC offers programs that address social and community issues.
What are the goals and objectives for achieving such purpose?
PROGRAM GOALS
1. To deliver structured mentoring activities to 100 at-risk underserved youth under 18.
2. To reduce risky behaviors i.e., juvenile delinquency, opioid addiction and other drugs, alcohol.
3. To improve academic performance.
4. To improve school attendance and reduce school dropout rates.
5. Provide direct services to at-risk and underserved youth.
6. To create and implement a public awareness campaign to increase awareness of opioid/ drug misuse harm.
7. Enhance the capacity of local efforts by expanding community collaborations and provide opportunities for youth and law enforcement engagement.
OBJECTIVES
1. One hundred percent (100%) of youth enrolled will be exposed to positive mentors.
2. Seventy-five to eighty percent (75-80%) of enrolled K-12 youth will not be involved in criminal activities while participating in the program.
3. Seventy-five percent or more (75% +) of the enrolled students’ grades will improve as evidence by their schools’ progress reports.
4. Eighty percent (80%) of the enrolled students will remain in school.
5. Eighty percent (80%) of recruited and trained mentors will remain involved in the program.
6. Increase awareness among students of risks associated with opioid/drug misuse.
7.Eighty percent (80%) of the community partners will remain in collaborative efforts throughout the duration of the grant.
