           The proposed project is to build an animal shelter to serve Natchitoches Parish. Natchitoches Parish does not have an animal shelter. The City of Natchitoches has a 50+ year old sub-standard structure that is a shed, not a building. The animals are exposed to extreme climatic conditions. Also, the city shelter does not accept animals outside the city limits. If a person calls the Natchitoches Parish Sheriff's Office (NPSO) regarding an animal outside the city limits, NPSO instructs the caller to contact Friends All United for Natchitoches Animals (FAUNA).

The Natchitoches City Shelter is high-kill with a euthanasia rate of 55%. If FAUNA did not pull from the shelter and transport animals to adoptions in the NE part of the country, the kill rate would be 74% and climbing rapidly. Natchitoches Parish does not keep records, so there is no way to obtain statistics on animal welfare in the parish.

FAUNA has set a goal to construct an animal shelter and pet adoption and community center with the objective of becoming no-kill by implementing robust spay and neuter initiatives, providing resources and education to the community, and executing trap/neuter/release programs for feral cats. The objective is two-fold, humane and economic. Animals in Natchitoches Parish are subjected to inhumane treatment through massive abandonment and neglect. We can and must do better, and FAUNA wants to improve the lives of those animals. FAUNA also recognizes that the high rate of animal neglect in our parish affects economic development and tourism. Visitors to our parish frequently express dismay at the number of abandoned starving animals they see on the sides of roads and highways.

          The public purpose is to provide an animal shelter/pet adoption and community center for the citizens and animals of Natchitoches Parish. The shelter will include a classroom/meeting room for educational programs for children and adults and classes and information will be offered on responsible pet ownership. The meeting space will also be available to citizens to use for meetings or other gatherings.

What are the goals and objectives for achieving such purpose?
          The goals and objectives are as follows:

1. Mitigate the ongoing problem of abandoned, starving, neglected, and abused animals in Natchitoches Parish.
2. Provide a shelter that is a building and not a covered shed so that animals are not subjected to extreme climatic conditions.
3. Provide a building that is conducive to adoption opportunities. Our citizens do not visit the existing city shelter because the conditions are abysmal.
4. Provide affordable vaccine and spay/neuter opportunities.
5. Provide a space with resources to educate children and adults about responsible pet ownership.
6. Implement trap/neuter/release programs for feral cats.
7. Improve the image of Natchitoches Parish related to animal welfare to increase tourism and economic development.
