Provide a summary of the project or program:
           As of October 2023, Facility Planning has concurred with the award of $1.64 million in equipment purchases for this project. The FY 23-24 Priority 1 amount of $814,846 needs to be reauthorized in Priority 1, and the $1,000,000 Priority 5 amount needs to be moved to Priority 1 for project cash flow needs in FY 24-25. The project - A Model for a 21st Century Workforce Development Urban High School-New Orleans Science and Mathematics High School - is a partnership between the Foundation for Science and Mathematics Education (FSME), the Orleans Parish School Board (OPSB), and the New Orleans Charter Science and Mathematics High School (Sci High). The project goal is to build a true science, technology, engineering, and mathematics (STEM) educational center in the BioDistrict of New Orleans. OPSB will own the building, and Sci High will operate the school. FSME is requesting Capital Outlay funding for the specialized equipment and furniture required for a STEM center of excellence.

To date, OPSB has spent $29,739,317 on the project, which counts toward the local match. In addition, FSME conducted a capital campaign that raised $1 million for the project.

This project was started 15 years ago with Capital Outlay funding and an agreement between OPSB and Delgado Community College to renovate a building on Delgado's campus to house the New Orleans High School That Works. After Hurricane Katrina, the High School That Works project was placed on hold. Once all stakeholders were ready to move forward, FSME requested that the unspent prior funding be used for the new project. Primary building construction was completed at the end of 2020. Sci High moved to the new location in January of 2021, and FSME and OPSB have been working with Facility Planning to purchase furniture and equipment for the school.

It is estimated that our state will require approximately 7,000 clinical trial non-professional staff over the next 10 years. To meet this need, Louisiana must train 700 skilled men and women annually. Sci High is the one of the highest performing open admissions high schools in New Orleans and is proven to close the academic achievement gap and increase the life options of its students. Sci High’s new facility will help to anchor and revitalize the Bienville/Claiborne neighborhood in which it has been built. In addition, the new location provides opportunities for educational partnerships with some of the state’s leading bio-medical industries. Sci High is a major feeder to local universities and a leading partner with the state’s JumpStart program, which focuses on Career and Technical Education for those planning on entering the workforce straight from high school. This project will have a positive economic impact for the city and the region.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          The Foundation for Science and Mathematics Education (FSME) supports high quality science, technology, engineering, and mathematics (STEM) secondary education. The New Orleans Charter Science and Mathematics High School (Sci High) helps students to acquire the skills necessary to succeed in STEM fields, with rigorous programming available to any student residing in Orleans Parish. Sci High is a critical feeder school to local colleges and universities, especially in the fields of science and mathematics, and is a leader in Career and Technical Education for young people entering the local skilled workforce directly after high school. The funds requested will provide the equipment and furniture necessary to make this training possible.

What are the goals and objectives for achieving such purpose?
          For Louisiana to be competitive in today's 21st century global economy, the state must build a workforce to sustain growth in local and statewide biomedical and other technologically based industries. An open access, high quality science and math training center in New Orleans is a critical component of this process. The Foundation for Science and Mathematics Education is requesting funding to provide program specific equipment and furnishings for a high school in the BioDistrict to help fulfill our vision of a model partnership between urban secondary education and workforce development.
