           W.E.B. DuBois Child Enrichment Center is based in Shreveport, Louisiana and has been in operation since
2015. W.E.B DuBois Child Enrichment Center fills a much-needed void between Department of Children and Family Services and, youth having a permanent home. W.E.B. DuBois Child Enrichment Center help children and families, by helping to keep children safe when in state care and out of home care. The foster system is failing. According to www.foster-america.com “1 in 17 children enter foster care, 50 percent of youth in foster care will not graduate from high school on time, 48 percent of girls in foster care become pregnant by age 19, additionally, children in foster care are four more likely than other children to attempt suicide.” We seek to close these disparities by providing a healing and loving home for 30 youth in the foster care system.

W.E.B. DuBois Child Enrichment Center facilities include eight-sex residency that cater to specific cognitive or physical issues. Properties include five single family houses (four of the five single- family properties are recent acquisitions and currently in development). Each property is fully equipped with linens, washer and dryer, phone, utilities, television, gaming system, and toys. W.E.B. DuBois Child Enrichment Center goal is to add 100 beds per year over the next five years.
Dignity, respect, and compassion are three core beliefs of W.E.B. DuBois Child Enrichment Center. Because we believe that safe living environments are a fundamental human right, we are committed to creating opportunity, solutions, and change, grounded in respect and self-determination for youth in our community.

W.E.B. DuBois Child Enrichment Center ensures quality cognitive, behavioral, and physical support programs for those youth in need. The individual properties are also divided by age and special needs; for example, one property may cater to girls ages 5-10 who has suffered from brain trauma or have other similar disabilities. Another may be for teen girls with behavioral health issues. Services at these properties are tailored specifically to the needs of youth. W.E.B. DuBois Child Enrichment youth have a wide range of needs based on various factors: such as brain trauma, deaf, mentally challenged, and/or disabled.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          W.E.B. DuBois Child Enrichment Center Residential Home program goals will be accomplished through implementation of procedures into daily routines, the curriculum design, staff interaction with residents, and by providing a warm and caring atmosphere. Staff members will be knowledgeable of and will implement all aspects of the program goals of W.E.B. DuBois Child Enrichment Center.

•Youth developing positive social/emotional interactions with their peers.
•Youth learning to make choices regarding their activities of daily living at the home, at school, and within the community
•Youth learning to question, explore, and change inappropriate behavior, with the goal of reducing the likelihood of the behavior reoccurring

•Youth developing respect for others
•Youth learning to think and act appropriately for their age
•Youth developing skills and interest (based upon personal choice) this will enable them to later as an adult become a productive citizen in society.

W.E.B. DuBois Child Enrichment Center Residential Home residents will participate in a variety of integrated activities, which will take place in a natural environment: at home, at school, in community and during leisure time. The Facility Manager and Childcare Staff will conduct the daily activity program. Each child who is capable will be given the opportunity to participate in the planning, preparation, conduct, cleanup, and critique of planned activities. Indoor and outdoor activities will include but not limited to:
•Activities involving group interaction
•Physical activities, games, sports, and exercise
•leisure time activities

W.E.B. DuBois Child Enrichment Center Residential Home also permit residents to attend and participate in individual community activities such as worship service and activities of the resident's choice, and community events, including concerts, tours, dances, plays, and celebrations of special events. Resources available in our area include the following:

•Gators and Friends

W.E.B. DuBois Child Enrichment Center educational, vocational, and special education resources of Caddo Parish School District will be utilized, as well as other school districts within the facilities range. W.E.B. DuBois Child Enrichment Center Program Manager will maintain a working relationship with appropriate district personnel. Residents at W.E.B. DuBois Child Enrichment Center will participate in planned educational activities and services, including the following: educational activities including school attendance and after-school activities. All foster care youth will be referred to Foster Youth Services education Liaison. Youth that have IEP's or required special education departments.
W.E.B. DuBois Child Enrichment Center does not have a school site on grounds. All youth residing at the facility will be placed in the district that can meet their needs. Activities that provide training in money management, college, and career choice counseling, development of good study habits and time management skills. Tutoring will be provided to students with special needs or learning disabilities.
W.E.B. DuBois Child Enrichment Residential Home will have well planned activity programs coordinated by childcare staff and the program manager under the direction of the treatment team. Most planned activities will take place at the facility. The level of functioning of residents determines activities coordinated in the community. Client's participation in activities will be determined on an individual basis and considered on a weekly basis based on the level system and treatment team determination.
