           Early Childhood & Family Development Center - The site will be adjacent to the East Baton Rouge Parish Housing Authority's CNI Ardenwood Village replacement apartments, which is a critical and much-needed investment in the East Fairfield/ Smiley Heights/ Melrose East neighborhood and the Choice Neighborhoods Implementation project plan. The site will provide social services and economic enhancement programming to low-income families in East Baton Rouge Parish.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          The YWCA’s public purpose through the use of state monies will be to provide women, children and families in the Ardenwood (East Fairfield/ Smiley Heights/ Melrose East) community and surrounding areas with access to high-quality Early Childhood Education and parental supports that promote economic stabilization and self-sufficiency. Early Childhood Education (ECE) can counteract the disadvantage some children experience, improve their social and cognitive development, and provide them with an equal opportunity to achieve school readiness, lifelong employment, income, and health. Systematic effects of ECE programs help improve emotional development, self-regulation and academic achievement. Additional longer-term benefits included a reduction in teen birth rates and a reduction in crime rates.

What are the goals and objectives for achieving such purpose?
          The YWCA will implement our Early Head Start model in the proposed new site. Early Head Start (EHS) is an exemplary program with a committed staff that works in collaboration with children and their families to help disadvantaged children 0 – 3 succeed in school and provide pregnant women with maternal health supports. The YWCA EHS program offers high-quality educational, health, mental health, nutritional, social and family support services. The newly developed Early Education and Family Services Center will include affordable childcare/early learning services, a full clinic with patient rooms, a workforce training center, legal assistance for domestic violence survivors, teen pregnancy prevention services, homeless prevention and rental assistance, utility assistance, case management, and mental health and disability services. Through collaborative relationships with local businesses, public and private organizations, as well as local municipalities, we have been a consensus-building leader in supporting the community and providing opportunities for families.
