           A B.A.L.M. (Balanced Approach to Lower the violent crime
and Murder rate) IN MONROE is a collaborative plan that every elected
and appointed official, clergyman and local organization can
participate in to help improve the image of Monroe while inspiring
at-risk males to take more responsibility for their actions and
respect the lives and property of others. Although good law
enforcement will always be a vital element and key factor in this
effort to lower our violent crime rate statistics, the burden of
accomplishing this goal should not be placed exclusively upon their
shoulders. The balanced approach we are proposing evenly distributes
and shifts some of the responsibility to those individuals who
perpetrate the crimes, their families, schools, social service and
mental health agencies, elected officials, fraternal and religious
groups, the courts, probation and parole officers, re-entry programs
and other human service entities.

          Our organization, P.A.T.CH.E.S. INC (Putting Actions
Together CHanges Existing Situations) shares in the public’s genuine
concern for the continued rise in seemingly unbridled acts of violence
that can be likened to a pandemic as it has spread to practically
every neighborhood in the city. We take cognizance of the marketing
challenges the city of Monroe and Ouachita Parish face attempting to
project our community as an area that can retain and attract industry
in the midst of escalating violent crime and murder rates without a
strategic plan to address this issue. A B.A.L.M. IN MONROE is offered
as a means to ease the pain, calm the fears and regain a sense of
peace and tranquility for the public. State monies are being sought as
the seed offering to help offset some of the costs in our effort to
display a willingness to make “front-end” investments in at-risk
individual’s potential through prevention, intervention and
counseling.


What are the goals and objectives for achieving such purpose?
          The ultimate goal of our effort is to lessen the burden of
government by encouraging and inspiring at-risk males to become
productive members of society that will exhibit the self-restraint of
a good citizen and not require the intervention of law enforcement
and/or the criminal justice system. We will accomplish our goal by
linking at-risk youth to community resources that can provide services
to meet their mental health, substance abuse, and other needs in a
less intimidating environment by hosting community resource fairs at
local recreation centers. Additionally, we will directly engage
targeted youths in a series of workshops and other interventions
designed to challenge them to stop using their background, economic
status or experiences as a justification for exhibiting unacceptable
behaviors. Finally, we will introduce them to alternative methods of
conflict resolution, healthy peer relations and acquiring wealth by
means that are more conventional. Our objective is to forge a
coalition of equally vested citizen stakeholders that are united by
purpose and emboldened with the conviction to wage a relentless
warlike campaign against a common adversary, the rise of violent
crime. The implementation of our program will contribute to a gradual
decline in unemployment, delinquency, recidivism, dropouts, arrests,
and incarcerations while the image of Monroe and Ouachita Parish
improves, fortifying our ability to retain and attract industry. A
renewed sense of optimism will spread throughout our region
encouraging more citizens to become enthusiastic about participating
in the democratic process making our city, state and nation stronger.
We envision an increase in the workforce that will cause a surge in
local tax revenues leading to more funds being available for better
infrastructure, schools, and public safety.
