University Lakes LLC is wholly-owned by the LSU Real Estate and Facilities Foundation (REFF). The officers for the LSU REFF include: Tom Adamek (Chair), Robert M. Stuart, Jr. (President & CEO), Leu Anne Greco (Secretary), and Kate Spikes (Treasurer). Board members include: Tom Adamek, Karen DeBlieux, Rhoman Hardy, James Maurin, Mike Wampold, Clinton Rasberry, Jr., Ronald Sholes, Ann Trappey, and Laurie Aronson. Ex-officio members include: Matt Lee, Beau Fournet, and Anzilla Gilmore.
Provide a summary of the project or program:
This request for capital outlay funds is for the restoration of the six lakes in the University Lakes System, located near the
Louisiana State University campus in Baton Rouge. Four of the lakes are owned by LSU and two are owned by the City of Baton
Rouge. These lakes are an iconic symbol for LSU and the State Capitol city and are heavily used for recreation and community
activities. Over the past decades, the lakes have deteriorated significantly as a result of excessive nutrient accumulation, shallow
depth, and poor water quality. A 2008 report by the Army Corps of Engineers concluded that if no action is taken the lakes will
continue to fill in with sediment and organic matter, resulting in even shallower depths. The restoration project involves the
implementation of the Master Plan for revitalization of the University Lakes System. They need to be dredged and/or excavated,
and new improvements are needed to be constructed in and adjacent to the lakes to promote better drainage and flood mitigation,
make them more desirable to migratory birds and other wildlife, to enhance the lakes as a source of health and recreational
activities, and to enhance safety by improving vehicular and pedestrian circulation. In 2021, the University Lakes LLC (UL), a
special purpose entity created for this Project by LSU Real Estate and Facilities Foundation (REFF), engaged a Flood Risk
Reduction designer and a Master Designer for mobility and recreation improvements. These designs are now complete. To date,
over $70million has been committed to the project from various sources, including: $5 million from the City of Baton Rouge-Parish
of East Baton Rouge $5 million from the Parks and Recreation Commission of East Baton Rouge (BREC) $50million in Capital
Outlay from the Division of Administration $10 million in HUD CBDG-MIT funds through the Office of Community Development, and
$5 million from Louisiana Department of Transportation and Development. This Capital Outlay request is based on an independent
cost estimate from the final design plans. These updated cost estimates are also informed by real pricing received for Phases1 and
2A of the project. Phase 1 is currently under construction and is scheduled to be complete in 2024. Phase 2A is also under
construction, with a scheduled completion in February 2025. This request is asking that the $6,000,000 allocated in Priority 5 be
moved to Priority 1 so that the project can continue with construction and complete Phase2B of the project in 2026.
