Provide a summary of the project or program:
The St. Helena Ec.Dev.Foundation's program includes working to establish new businesses in St. Helena and continuing our work with existing businesses to assist with expansion opportunities. Our efforts include partnering with entities such as LED, BRAC, SELU Business Center, and other government organizations to provide services to our parish. We are bringing in experts to train our small businesses on financial management, developing more efficient operational practices and hiring and retention of staff. Our primary goal is always to increase economic opportunities for existing businesses, stimulate new business growth, thereby creating new jobs in the parish. In conjunction with bringing in new businesses, we focus on creating a varied array of entertainment venues such as fairs and festivals which are so beneficial to our small business, where they are able to display and sell their goods and services. We are consistently collecting data and research that can help in our goals. We recently completed a Retail Academy Training Seminar that has provided detailed maps and data on what type of businesses we should be soliciting and who the contacts are in these offices. We feel that progress is being made in St. Helena Parish, and this program will help to continue these efforts.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The St. Helena Economic Development Foundation's public purpose that is to be achieved through the use of these state funds is primary to improve the lives of the citizens in St. Helena Parish. This parish has continuously been classified by governmental agencies as disadvantaged and underserved. Economic Opportunities for the citizens of this parish are extremely limited and that is what the Foundation is making an effort to change. Establishing viable economic opportunities for the people in St. Helena is what this Foundation focuses on each and every day. We are doing this by offering training opportunities to the businesses that are already operating in the parish and by seeking to attract new businesses to our area. The one thing that we believe will be extremely beneficial in this regard is the establishment of certified sites in St. Helena. We currently do not have any sites listed on the state's website that are certified and available for industries and developers to identify as a possible location to establish a business. We are working with the Baton Rouge Area Chamber to get this done as soon as possible. We believe that this will now be an easier goal to accomplish since the recently elected Clerk of Court has been able to make our land data available online. This is a goal that we expect to come to fruition by this year's end. A new industry in this area that will bring in jobs that pay a livable wage will make for a public good unrivaled in recent memory. Providing our citizens with growth opportunities, with good jobs in their parish and with the cessation of the loss of the youth will be a tremendous public good.
What are the goals and objectives for achieving such purpose?
The St. Helena Economic Development Foundation's goals and objectives for achieving success include establishing a working relationship with the existing businesses, especially the larger companies who are the economic drivers in the parish. We are currently working with two larger businesses that will produce well paying jobs and working stability for our citizens. We have and will continue to work with Louisiana's Office of Economic Development, Baton Rouge Area Chamber of Commerce, Southeastern Louisiana University's Business Center and other economic development entities around the state. A partnership with St. Tammany Corporation has already produced a number of opportunities for our small business in the way of training. That partnership has also provided us with an Economic Development "Fellow" for a three-year term. As previously mentioned the revitalization of the parish's Forest Festival would have an extremely positive impact on the parish, as will the job fairs, resource fairs and business summits that we continue to hold throughout the year.
What is the proposed length of time estimated by the entity to accomplish the purpose?
We are expecting to see some of our goals completed in this coming year. There are others that will take longer.
