The Family Village respectfully requests $225,000 in general appropriations to support the purchase and development of a permanent crisis center site in Livingston Parish. This investment will allow us to expand access to essential support services for families in crisis, children at risk of entering foster care, and those experiencing trauma due to domestic violence, natural disasters, or family loss.
Our organization currently operates out of a modest, donated space that we have outgrown due to rapidly increasing demand. With this funding, The Family Village will purchase a suitable parcel of land with an existing structure and relocate our current modular building to the site. This move will double our service capacity, improve accessibility for rural and underserved families, and centralize operations for greater efficiency.
The new crisis center will serve as a safe, welcoming hub where families can access emergency supplies, case management, family preservation support, parenting resources, and referrals - all designed to stabilize households and prevent foster care removals. Our team coordinates closely with the Louisiana Department of Children and Family Services (DCFS), schools, law enforcement, and local nonprofits to ensure a community-driven, wraparound approach to family support.
Our organization serves the highest number of foster children in the state and is a nationally recognized recipient of the Congressional “Angels in Adoption” award. This one-time capital investment from the state would ensure long-term sustainability and impact.
This project is shovel-ready. Once appropriations are secured, we will move quickly to acquire the property, complete necessary site improvements, and resume operations at the new location without service disruption.

The public purpose of The Family Village is to strengthen and stabilize Louisiana families by preventing child removals, reducing foster care entries, and supporting households in crisis through community-based, trauma-informed services.
This appropriation will allow The Family Village to expand its reach and effectiveness by establishing a permanent crisis center, enabling us to serve more families with greater efficiency. Through targeted interventions including emergency assistance, case management, and family preservation supports - we help families remain safely together, reduce reliance on the child welfare system, and promote long-term stability.
By investing in this infrastructure, the State advances its interest in:
- Preserving families and preventing foster care whenever safely possible
- Supporting children and families experiencing trauma, poverty, or instability

The Family Village is contracted through Southeastern Louisiana University to implement the My Community Cares (MCC) initiative in Livingston Parish, with the overarching goal of preventing child abuse and neglect by addressing root causes and stabilizing families before state intervention becomes necessary.
Under this contract, The Family Village provides community-based services, outreach, and coordination designed to reduce risk factors, increase protective factors, and prevent unnecessary child welfare involvement. The contract is part of a broader state effort to align prevention services with federal Family First Prevention Services Act (FFPSA) goals and Louisiana’s strategic priorities for child and family well-being.
Services Provided Pursuant to the Contract Include:
Community Resource Navigation & Case Management: We work directly with families who are at risk of entering the child welfare system or are struggling with housing instability, poverty, domestic violence, substance use, or other crises. Our case managers connect them to vital resources, including housing, food, mental health services, parenting support, and more.
Family Support Services: The Family Village provides families with tangible goods such as beds, formula, car seats, clothing, diapers, and other essential items to ensure children can remain safely in their homes. We often respond to urgent situations in coordination with DCFS, schools, and law enforcement.
Community Engagement & Collaboration: We serve as a bridge between families and the systems that affect them, including DCFS, schools, healthcare providers, local churches, and law enforcement. Through consistent outreach and partnership building, we help foster a "village" approach to family preservation.
Neighborhood-Based Prevention Efforts: We host and participate in events designed to build community trust, increase awareness of available supports, and connect families with preventative services before crises escalate. Events may include resource fairs, parenting classes, neighborhood cleanups, or culturally relevant outreach activities.
Data Collection and Reporting: The Family Village tracks and reports data on outreach, referrals, engagement, and outcomes as required by the MCC contract. We work closely with Southeastern Louisiana University and state-level MCC leadership to ensure alignment with grant requirements and to contribute to statewide evaluation efforts.
This contract allows The Family Village to serve as a local anchor institution in the child welfare prevention space, utilizing its deep community roots, trauma-informed approach, and established trust with vulnerable families to prevent removals, strengthen family units, and reduce future system involvement.
