To ensure they can meet the high level of need for food assistance in the Bayou, the Terrebonne Parish Government has partnered with Second Harvest Food Bank and the Diocese of Houma-Thibodaux to renovate and operate a warehouse that will greatly increase the parish’s capacity for disaster response, and to meet connect families with nutritious meals. With a permanently operating warehouse in the Bayou Region, Terrebonne Parish, Second Harvest, and the Diocese will be able to provide the more than 6.2 million meals that are needed annually to ensure all Bayou families experiencing hunger have enough nutritious food. The Diocese has a centrally located 17,000 square foot warehouse located in Houma at 221 and 223 S. Hollywood Road which will help make that increase in distribution possible and build resiliency for the entire Bayou Region. After repairs and expansions are completed at this Houma warehouse, there will be 10,000 square feet of dry and cold food storage, and a 3,400 square foot commercial kitchen. The commercial kitchen will have the capacity to produce 3,000 meals daily for children, seniors, and disaster response. This facility will transform our ability to reach the highest-need areas of the Bayou Region in times of disaster, and also better serve our neighbors year-round.

If awarded, these funds would support critical repairs and internal infrastructure updates at the new Second Harvest Bayou Region Distribution Center. This gap funding would help complete the on-site community kitchen, which will have the capacity to produce 3,000 meals per day—and even more during disaster response. The funds would also support general operations for the facility.
What are the goals and objectives for achieving such purpose?
The Bayou Distribution Center project is designed to strengthen food access and disaster response capacity in Lafourche and Terrebonne Parishes. The 17,000 square foot facility in Houma will include 10,000 square feet of dry and cold storage and a 3,400 square foot commercial kitchen. This investment will enable expanded food distribution, prepared meal production, and year-round support for individuals and families experiencing food insecurity.
The facility will increase the availability and reach of food deliveries across the Bayou Region. By eliminating long-distance transportation from New Orleans, delivery frequency and volume will grow. The goal is to scale up from 2 million meals currently distributed in the area each year to over 4 million meals annually within five years. Progress will be measured through ongoing food distribution reports, delivery logs, and partner agency feedback.
Meal production capacity will also expand significantly. The commercial kitchen will be able to prepare up to 3,000 meals per day for senior nutrition programs, children’s feeding sites, and emergency situations. Prepared meal output will be monitored through daily production counts and participation data collected from program partners.
To ensure continuity during storms and emergencies, the facility will include generator power and the necessary electrical and plumbing infrastructure to support uninterrupted operations. It will serve as a regional staging area for response and recovery. Readiness will be assessed through routine equipment testing, updated response plans, and regular staff training.
The distribution center will also support local job creation and small food producers. At least 12 full-time positions will be created in areas such as logistics, kitchen services, and volunteer coordination. Additionally, expanded cold storage will enable increased purchasing from local farmers, fishers, and other producers. Impact will be tracked through employment records and vendor sourcing documentation.
The Bayou Distribution Center is a practical and necessary investment in the region’s food security and disaster readiness infrastructure. With appropriate support, it will deliver measurable improvements in service delivery and emergency preparedness for the Bayou community.
What is the proposed length of time estimated by the entity to accomplish the purpose?
The warehouse will be completed by July of 2025. The next phase, the build-out of the Community Kitchen will take 3-6 months, but the start date depends on how quickly we can secure funding.
