YCL is the collaboration of four non-profits (FYB, Big Buddy, Line4Line, and Humanities Amped) to increase their impact on the youth of Baton Rouge. This proposed project involves the rehabilitation of an existing building located at 4385 Government Street in Baton Rouge. The YCL will be a multi-use community facility for Asset Limited Income Constrained Employed (ALICE) families and youth, and low-income members of the Baton Rouge community. The facility is currently owned by Front Yard Bikes, a nonprofit partner in the YCL project and fiscal agent. Rehabilitation work to be performed includes a complete interior renovation comprised of office space, meeting rooms, barbershop, teaching kitchen, a stage with riser seating, updated utilities, ada-compliant restrooms, other improvements for accessibility. The scope on the exterior includes a new elevator, a 600 sq. ft. addition, new awnings, and accessible ramps. Renovations are already underway and expected to be complete this year (2025).

What is the entity's public purpose, sought to be achieved through the use of state monies?
FYB and its partners provide workforce development training, accountability, and empowerment to thousands of children who lack access to the resources they need to be successful. Through Youth City Lab, we have created a collective impact model for youth development that empowers students as the core decision makers, program operators, and program developers, preparing them for broader and deeper roles in society.
The Youth City Lab facility will include FYB bike shop, Line4Line barber shop and library, a performance arts venue for Humanities Amped, a teaching kitchen/hub for Big Buddy programs, shared administrative space for the four nonprofits, community gardens and courtyards. Youth will be able to join programs, course, and apply for job/leadership role at this facility which will be open daily.

While under construction, the four partners elected 16 youth representatives (4 from each partner) that serve as a Youth Council (a voting body for planning and development of programs at Youth City Lab). During this time, they have conducted a Youth Participatory Action Research (YPAR) project. This YPAR project completed in December 2024, in which members surveyed 856 peers and learn what the greatest needs perceived by youth. In the next phase, they will begin to plan programming offering and engage youth in their greatest needs.

What are the goals and objectives for achieving such purpose?
There are 4 main goal for completing this work.
1. We are working to finalizing fundraising for all ADA needs such as our elevator and catwalk/bridge by June 30, 2025.
2. We will finalize contracts with our current Architects and contractors (Arkel Constructors) for these new addition by July 10th, 2025.
3. We will continue to meet with our youth council and nonprofit partners to plan programs to implement when the building is open.
4. We will host a grand opening of the facility in January 2026.

What is the proposed length of time estimated by the entity to accomplish the purpose?
