A Mobile Command Post Van would provide a centralized and mobile hub for coordinating operations during incidents and large-scale events. A Mobile Command Van would provide central point for communication, allowing officers to connect with each other, other agencies, and the public in a secure and efficient manner. It would also enable TUPD personnel to make quicker and more informed decisions, as they have immediate access to real-time data and can coordinate their efforts effectively. Additionally, the van would offer flexibility to move to different locations as needed, providing a command center wherever it is needed.
The Taser X7 would provide officers with an effective less than lethal option, which reduces injuries to both suspects and law enforcement officers. Tasers are deployed with over 11,000 law enforcement agencies nationwide.
The handheld radio is an officer’s most used piece of equipment and their lifeline while on duty. The Motorola APX NEXT is an all-band smart radio which advances usability and performance in every aspect of the radio. Providing accelerated workflows and mission-critical reliability the APX NEXT preserves the focus that keeps our officers safe and effective.
The MDT mounts include a charging dock, Bluetooth keyboard and necessary wiring. Mobile data terminals (MDTs) offer numerous advantages, including enhanced productivity, improved accuracy, cost efficiency, and increased safety. They enable real-time communication, automate tasks, and facilitate efficient data collection and transmission. MDTs also improve vehicle tracking, navigation, and driver safety.
The Archer anti-vehicle barricade system is a SAFETY Act Certified, MASH TL-3 tested mobile security system for entry points, roadways, and perimeters. The barricade system is a highly effective and versatile security solution for various situations, offering rapid deployment, reusable impact, and a robust design. It's designed to stop vehicles attempting to breach secure areas, whether it's a crowd, a critical infrastructure site, or a sporting event such as a football game.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The Tulane University Police Department is a full-service police department with a budgeted strength of over 90 police officers. Our officers are fully POST certified through the State of Louisiana. Additionally, the police department is one of only ten agencies in the state of Louisiana accredited by the Commission on Accreditation for Law Enforcement (CALEA).
Recognizing that our community extends beyond our uptown and downtown campuses, the department has established a cooperative endeavor agreement (CEA) with the City of New Orleans. This CEA allows Tulane Police Officers to provide public safety services in a 1-mile perimeter of each of our two campuses. Our officers handle everything from auto accidents to assaults in the perimeter, allowing the New Orleans Police Department to focus on other calls.
Our mission is to assist the university community and surrounding neighborhoods in providing a safe and secure environment in which to learn, live, and work. We believe in practicing the principles of community policing and working with departments throughout the university to help us provide a safe campus environment.
What are the goals and objectives for achieving such purpose?
In 2024 TUPD officers handled over 8,200 calls for service in our perimeter alone. This service provided expedited law enforcement response to the citizens of New Orleans and helped to ensure their safety and security. We believe that this partnership has lowered crime both on and off our uptown and downtown campuses. As a result, overall crime was down -32% in 2024. The Downtown campus realized the largest reduction of -45%, or 68 fewer crimes. The Uptown campus experienced a reduction of -19% or 26 fewer crimes.
Our goal is to utilize this equipment to significantly enhance security measures both on campus and in the surrounding areas of the city. By incorporating advanced technology and strategic tools, we aim to increase our capacity to prevent, detect, and respond to potential threats or incidents more efficiently. This investment directly supports our commitment to creating a safe and secure environment for everyone. Enhanced security not only protects lives and property but also fosters a greater sense of well-being and trust throughout the university community.
