Focus: Provide technical assistance and organizational development support in connection with economic development, educational, administrative services, organizational, and business development initiatives across Louisiana through direct management delivered by an assigned administrator to regionally located chamber of commerce in rural and fast developing communities.
The funds requested will provide the direct services below:
• Manage mentorship program between established chamber of commerce and economic development organizations and chambers of commerce across the state of Louisiana.
• Provide 1:1 management and assistance to the board of directors, document preparation and distribution of pertinent communication regarding economic development and job growth.
• Aid the regional chamber leadership and train key personnel in focus areas including board governance, strategic alliances, programming, member engagement, support for board of directors, coordinate member activities, manage member database, maintain, and update direct communication to membership and stakeholders including social media, newsletter creations & distribution, website updates and membership outreach to build capacity and establish a solid foundation.
• Provide educational resources to the local entrepreneurial ecosystem.
• Track membership and impact goals including increase in contracts awarded, employees hired, expansion of services, and economic impact to Louisiana.
• Promote participation of small Louisiana Based business entities in the local and statewide economy.
• Provide high quality chamber and partnership development with a focus on stakeholder engagement.
• Improve the management, oversight, and viability of chambers of commerce in rural and fast developing communities.
• Identify and connect workforce development training and apprenticeship programs to chambers (members) to increase participation from underserved communities entering the workforce.
• Increase local small business readiness for opportunities in the infrastructure, coastal restoration, innovation, technology, agriculture, transportation, professional services, and construction industries.

The Louisiana Chamber of Commerce Foundation exists to strengthen the economic vitality of Louisiana's communities by delivering high-impact technical assistance and organizational development services to regionally located chambers of commerce—particularly in rural and fast-developing areas of the state.
Through this initiative, the Foundation provides direct support for economic development, education, administrative capacity, and small business growth by assigning dedicated regional administrators to oversee implementation. This structure ensures tailored, consistent, and responsive support for local chambers and their members.
By empowering these local economic engines, the Foundation helps advance equitable development, create jobs, expand access to business resources, and uplift underserved communities. This public-private collaboration directly supports Louisiana’s long-term goals of regional competitiveness, workforce readiness, and inclusive economic growth.
What are the goals and objectives for achieving such purpose?
Funding for this initiative will help deliver strategic coordination, professional training, business incubation, and operational enhancement to chambers serving as anchors of community development across the state. The Louisiana Chamber of Commerce Foundation will implement a statewide chamber development initiative to strengthen rural and fast-developing business communities. The program will establish a structured mentorship network between established and emerging chambers of commerce to share best practices and resources. Direct 1:1 management and document support will be provided to 10 chamber boards, including strategic planning and governance coaching. Training for at least 30 key chamber personnel will be delivered through four regional workshops and one annual statewide summit, covering member engagement, program planning, and communications. Technical assistance will also include capacity-building for 10 rural chambers, including diagnostics, sustainability planning, and stakeholder partnership development. A minimum of 12 educational sessions on entrepreneurship and procurement will be hosted, reaching 250 small businesses. Chambers will be supported in tracking their local economic impact—such as contracts awarded, jobs created, and services expanded—while a business outreach campaign will target 5,000 Louisiana-based small businesses to encourage broader participation in regional economies. New partnerships will be formed with nonprofits, government, and private-sector partners to enhance chamber viability and community impact. Workforce readiness will be strengthened by linking 10 chambers to local training and apprenticeship programs, resulting in at least 200 individuals referred to upskilling opportunities and at least three formalized workforce pipelines. To promote business readiness for infrastructure, coastal restoration, and innovation-driven opportunities, 150 small businesses will be engaged through workshops and resources, including a statewide procurement guide. This initiative will result in stronger chambers, a more connected small business ecosystem, and greater economic participation by underserved and rural communities across Louisiana

In order to accomplish the stated Goals and Objectives of this project and this Agreement, the Contractor
(LCCF) shall provide the following necessary services and assistance to the public promoting economic
development with regard to increasing the awareness of programs offered by LED throughout the State to
extend the reach of LED's Small Business Programming into the minority business community through the
development of local and rural chambers of commerce:
