The Louisiana Law Enforcement and Criminal Justice Foundation (LECJF) is a registered 501(c)(3) non-profit based in Baton Rouge, LA. Founded in 2021, the LECJF supports public safety efforts in communities throughout the state by providing critical resources that assist law enforcement’s investigative efforts and cultivate strong police and community relations.
The LECJF is a dynamic organization dedicated to enhancing public safety and fostering community trust. With a multifaceted approach, the LECJF focuses on outcomes and actions that make significant contributions to public safety.

The divide between law enforcement and community is pivotal for a safer and harmonious society. The objectives of the LECJF seek to nurture stronger ties that will pave the way for lasting impact. Agencies must continue to build on their work engaging with communities, heeding their concerns, and building relationships based on mutual respect. Conversely, community members deserve more opportunities to better understand the challenges law enforcement face to effectively perform their duties. The bridge is being built and the LECJF standds ready to facilitate collaboration towards shared objectives.
The LECJF will improve public safety efforts through:
The Inspiration Center at Howell Park:
- The LECJF seeks to bridge the gap between residents and law enforcement through community engagement, policy refinement, and support to community agencies. The Inspiration Center at Howell Park, one of the organization’s signature initiatives, is a $9 million investment in the heart of the 70805 zip code, one of the poorest and most violent areas in Louisiana.
The center will serve as a community hub for wrap-around youth and family services, operated daily by the Boys and Girls Club of Metro Louisiana. Local law enforcement will also utilize the facility as a home base for their police and community relations efforts where the Police Athletic League (P.A.L.) will operate and host of other events will be held designed to cultivate trust and respect between law enforcement and the public.
Public Safety Initiative:
- The LECJF has two initiatives named after individuals whose lives were taken too soon due to senseless gun violence. The Page/Rice Public Safety Initiative honors the lives of Devin Page, Jr., 3, and Allie Rice, 21, and supports technology and software needs of law enforcement in East Baton Rouge Parish. The Anglin/Myers Public Safety Initiative honors the lives of Landry Anglin, 13, and Devin Myers, 17, supporting similar efforts in Caddo Parish.
In each tragic occurrence, law enforcement had little to no evidence to direct investigators in their search for suspects. In some cases, the perpetrator remains at-large years after the incidents. The initiatives are designed to increase and modernize technology and software solutions that will expedite police response time and give them evidence needed to put away harmful individuals.
Through both of its initiatives, its clear objectives will support public safety through:
- Community engagement- interacting with the community in positive settings to cultivate trust and respect.
- Agency support - Listening to law enforcement's biggest needs to enhance both officer and public safety
- Best practices - Promoting industry standards and modernizing tech and software capabilities

The goals and objects of the LECJF's two signature initiatives are:
Through the Inspiration Center:
- Lower the recidivism rate by more than 50%
- Reduce area crime rates by more than 30%
- Provide services and new opportunities to more than 1,000 youth Achieving a 90% program completion rate
Through the Public Safety Initiative:
- Introduce ZeroEyes software, an AI gun-detections system that alerts law enforcement within seconds of a gun being brandished.
- Increase the number of crime cameras in high-crime areas
- Add license plate readers (LPRs) along major interstates to identify vehicles belonging to criminal suspects, sex traffickers, and drug dealers.
