           Beacon Light Multipurpose Facility Project:

The mixed-use multipurpose facility under discussion serves as a vital cornerstone of intergenerational engagement and community development. Designed to meet the evolving needs of both youth and senior populations, this facility was originally built to function as a hub for physical activity, education, wellness, and social connection. Following catastrophic damage caused by severe flooding and multiple hurricanes, the center needs a $3.5 million reconstruction to restore its essential services and fortify its infrastructure for future resilience. This facility not only addresses immediate needs but also builds a foundation for long-term community well-being, showing how thoughtful public investment can help transform vulnerable areas into thriving, resilient communities.
In addition to providing immediate services for local youth and seniors, the rebuilt facility helps to address broader socio-economic issues in the community. The center fosters social cohesion, reduces isolation, and provides access to crucial services that might otherwise be out of reach for residents. For example, youth are more likely to engage in educational programs that improve academic performance, while seniors benefit from health screenings, fitness programs, and opportunities to reduce social isolation.

Through intergenerational programs like mentorship and digital literacy workshops (where youth teach seniors to use technology), the center promotes collaboration across generations. These programs have fostered a sense of solidarity, building resilience not only in the physical infrastructure but also in the social fabric of the community.

What is the entity's public purpose, sought to be achieved through the use of state monies?
          Community Need and Purpose
This facility was designed with the dual purpose of serving both youth and senior populations in a community that faces systemic social and economic challenges. For many residents in this area, poverty, limited educational opportunities, and inadequate healthcare services have long been barriers to achieving long-term success and well-being. Seniors often struggle with isolation, financial insecurity, and limited mobility, while youth face obstacles such as underfunded schools, limited access to afterschool programs, and a lack of safe recreational spaces.

In response, the rebuilt facility offers a variety of programs to address these needs. For youth, it provides afterschool tutoring, mentorship, sports activities, and a safe place to gather. For seniors, it offers socialization opportunities, health and wellness programs, daily meals, and assistance with navigating technology. The center aims to foster an environment where both groups can engage with and support one another, creating a strong sense of community and mutual care.

What are the goals and objectives for achieving such purpose?
Goal 1: Enhance Community Resilience and Disaster Preparedness
The primary goal of rebuilding the facility was to ensure that the community, particularly vulnerable populations, can weather future natural disasters, such as hurricanes and floods, with minimal disruption.

Objectives: Build disaster-resilient infrastructure: Elevate the building above flood levels, use flood-resistant materials, and install energy-efficient systems (e.g., solar panels) to reduce damage during future disasters.

Goal 2: Improve Access to Essential Services for Marginalized Youth and Seniors.

One of the key objectives is to reduce social and economic inequities by offering affordable, accessible services that address the needs of low-income, marginalized residents.

Objectives: Provide educational support for at-risk youth: Offer afterschool tutoring, digital literacy, mentorship, and enrichment programs to help improve academic performance and reduce dropout rates.

Goal 3: Foster Intergenerational Engagement and Community Cohesion
Objectives: Create intergenerational programming: Develop activities such as mentorship, digital literacy workshops (where youth teach seniors technology skills), and community service projects to encourage collaboration between generations.

Goal 4: Provide a Safe and Accessible Space for Youth and Seniors
Another central goal is to create a welcoming, accessible space where both youth and seniors can safely engage in educational, recreational, and social activities.
Objectives: Ensure ADA compliance and full accessibility: Design the building with accessible ramps, automatic doors, wide hallways, and accessible restrooms, ensuring that all residents, regardless of mobility, can easily navigate the space.

Goal 5: Support Local Economic Development and Employment
The facility aims to contribute to the economic vitality of the neighborhood by creating job opportunities and supporting local businesses.
Objectives: Create local job opportunities: Hire local staff to manage programs, maintain the facility, and support community outreach efforts, prioritizing employment for residents from the surrounding area.

Goal 6: Promote Long-Term Sustainability and Operational Efficiency
Building a sustainable model for the facility's operations is essential for its long-term success and continued impact on the community.

Objectives: Ensure financial sustainability: Develop a sustainable funding model that includes a combination of government grants, private donations, program fees, and partnerships with local organizations to cover operating costs.
