WilReachOne Foundation, the 501(c)(3) nonprofit arm of Wilcox Academy of Early Learning, is supporting the development of the new Wilcox Academy Central City, a new 13,000 square-foot state-of-the-art early learning center, co-located with affordable housing, on two formerly vacant adjacent lots at 2723 Freret St and 2517 Washington Avenue in Central City, New Orleans. The new center is currently in construction and scheduled to be completed at the end of 2025. It will include 13 classrooms serving 145 children from birth to age four and will create and sustain 30 well-paying career-path jobs for educators and administrators. While funding for the construction of the new center has been secured, WilReachOne is seeking $800,000 of grant support to transform the core and shell into an educational center: kitchen equipment to be used for the preparation of nutritious meals for all Wilcox Academy families; play structures and other outdoor equipment; and furniture and fixtures needed to create vibrant and engaging spaces for learning that serve the needs of both kids and their educators.

What is the entity's public purpose, sought to be achieved through the use of state monies?
WilReachOne's mission is to empower vulnerable families to thrive and succeed by providing essential human support services, delivering high-quality early childhood care and education, and developing affordable housing and community resources. Its work supports Wilcox Academy, a leading New Orleans early childhood education provider founded in 2006 by Rochelle Wilcox, who now operates four 4-star early learning centers that have provided high-quality early care and education for more than 1,000 New Orleans children from birth through age four. The New Orleans Early Education Network estimates that more than 70% of low-income children under age four do not have access to high-quality ECE. As a result, the overwhelming majority of children from low-income households in New Orleans enter school already behind, which contributes to the fact that two-thirds of New Orleans third graders are not reading at grade-level. Further, for low-income households with young children, child care is their single greatest expense - averaging more than $10,000 per child per year. Childcare issues force parents out of the workforce in significant numbers; a study by Louisiana State University at Lafayette found that childcare issues cost Louisiana employers $762 million per year due to absences and turnover and resulted in a loss of more than $1.3 billion to Louisiana’s economy.
What are the goals and objectives for achieving such purpose?
WilReachOne’s overall goal with the Wilcox Academy Central City project is to provide our littlest and most vulnerable learners with the tools and access they need to be kindergarten-ready and ahead of the class. Wilcox Academy centers provide developmentally-appropriate education rooted in the best practices of early childhood development, centering inquiry and discovery for our youngest learners. The project’s specific objectives are: 1) serve 145 children from birth to age four with the highest quality education in a state-of-the-art facility that reflects their value and needs; 2) create and retain 30 career-path jobs that pay above livable wage and provide a range of benefits including paid time off, teacher certifications and professional development; and 3) provide high quality affordable housing targeted to educators and administrators working in early childhood education.
What is the proposed length of time estimated by the entity to accomplish the purpose?
12 months
