Provide a summary of the project or program:
The Criminal Justice Coordinating Council (CJCC) of East Baton Rouge Parish requests $250,000 for one fiscal year to build statewide coordination of Louisiana’s criminal justice and public safety system through two linked programs: the annual Louisiana Public Safety Summit (LAPSS) and the Louisiana Network for Criminal Justice.

THE PROBLEM
Louisiana’s police, sheriffs, courts, prosecutors, public defenders, corrections, reentry providers and local governments each work within their own agency, funding stream and parish. Few forums exist where state leaders, legislators and local practitioners review the same data and agree on what works. Parishes that want their own coordinating council have no statewide peer network or technical assistance to draw on.

PROGRAM 1: LOUISIANA PUBLIC SAFETY SUMMIT
Hosted by the CJCC since 2024, the Summit brings legislators, attorneys, judges, law enforcement, corrections and reentry professionals together with national experts on crime trends and data. The 2026 Summit is October 28-29 in Baton Rouge. We are working to make it a truly statewide event by recruiting participants and partners from outside the Baton Rouge region, including the Attorney General’s Office. Funds would cover venue and food, marketing, professional fees and speaker travel, with sponsorship revenue offsetting a portion of costs. Without dedicated funding, the Summit cannot continue.

PROGRAM 2: LOUISIANA NETWORK FOR CRIMINAL JUSTICE
Created with the Justice Management Institute to form a statewide association of criminal justice coordinating councils, the Network connects state leaders and local CJCCs so they can share data, practices and policy priorities. We propose semi-annual in-person meetings (venue, food and travel), expansion of membership to additional parishes, and a statewide survey and annual report that give legislators and agencies consistent, comparable information on the justice system.

STATEWIDE COORDINATOR
One staff position would manage the Summit, convene the Network, support parishes forming or strengthening councils, and produce the annual report.

PUBLIC BENEFIT AND OUTCOMES
State dollars would be used for convening, data and coordination rather than direct services. We will track Summit attendance, the number of legislators and out-of-region participants, the number of parishes participating in the Network, and publication of the annual report. We will also leverage other support, including sponsorships and foundation and local government funding for the CJCC’s core work.

If 'Yes' is your organization working with the appropriate governmental agencies to resolve those issues or findings?

What is the entity's public purpose, sought to be achieved through the use of state monies?
State funds would strengthen public safety by improving coordination across Louisiana’s criminal justice system. Through an annual statewide Public Safety Summit and a Louisiana Network for Criminal Justice, the Criminal Justice Coordinating Council (CJCC) brings legislators, judges, prosecutors, public defenders, law enforcement, corrections officials and reentry providers together to review the same data, share practices that work and align policy priorities. Better coordination helps agencies use public dollars more effectively, reduces duplication, and gives parishes without a coordinating council a statewide peer network to draw on. The funds support convening, data and technical assistance, not direct services, and the benefit reaches every parish that participates.

What are the goals and objectives for achieving such purpose?
Goal 1: Host an annual Louisiana Public Safety Summit that serves the whole state.

Hold the Summit each year with national experts on crime trends and data.
Increase participation from outside the Baton Rouge region, including legislators, local officials and partner agencies such as the Attorney General’s Office.
Report attendance, the number of legislators and the number of parishes represented after each Summit.

Goal 2: Build and sustain the Louisiana Network for Criminal Justice.

Hold semi-annual in-person meetings of state leaders and local criminal justice coordinating councils.
Expand membership to additional parishes and support parishes that want to form or strengthen a council.
Move toward a statewide association of coordinating councils.

Goal 3: Give policymakers consistent, comparable information.

Conduct an annual statewide survey and publish an annual report on conditions in the justice system.
Share the report with legislators, state agencies and Network members.

Goal 4: Provide dedicated coordination capacity.

Fund a statewide coordinator to manage the Summit and Network, support participating parishes and produce the annual report.
Evaluation: The CJCC will track Summit attendance and participant diversity by region and role, the number of legislators and parishes involved, Network meeting participation and membership growth, and on-time publication of the annual report. Results will be reported to the board and to the Legislature on request.

What is the proposed length of time estimated by the entity to accomplish the purpose?
