Provide a summary of the project or program:
The mission of the Youth Service Bureau is to provide advocacy, counseling, education, and intervention for youth and their families, helping them reach their full potential. YSB has served St. Tammany and Washington Parishes since 1981. Its programs help young people move away from self-defeating behaviors and make healthier choices through counseling, education, mentoring, advocacy, and family support. Services are coordinated with families, schools, courts, health-care providers, and other community partners, with referrals accepted from community agencies and families. YSB remains committed to access and works with families so financial limitations do not prevent participation in needed services
YSB’s most recent Impact Report for fiscal year 2025–2026 documents continued strong demand for youth and family services. During the year, the Options program assessed and provided services to 412 St. Tammany Parish youth. This current service volume replaces the referral-growth figures reported in earlier versions of this document
For fiscal year 2025–2026, YSB reported a 94% successful-discharge rate for the Options program. This current outcome replaces the older assessment-to-admission percentages previously cited and provides a clearer measure of positive program completion.
Youth served by YSB may present with anxiety, depression, trauma-related concerns, emotional distress, family conflict, school difficulties, behavioral concerns, or risk of self-harm. Services emphasize developmentally appropriate assessment, individualized planning, counseling, family engagement, skill building, care coordination, and referral when a higher level of care is needed. Working with parents or guardians, schools, courts, hospitals, and community providers supports continuity of care and helps youth strengthen coping skills, communication, school participation, family functioning, and community connections.
To meet the needs of youth and families, YSB provides a coordinated range of assessment, counseling, education, parenting support, mentoring, case management, and referral services. Clinical evaluation may include psychosocial history, age-appropriate mental-health screening, assessment of functioning and safety, and identification of strengths, needs, and protective factors. Individualized plans may include individual and family counseling, group services, anger-management education, systematic parenting support, psychoeducational classes, and coordination with outside clinical or community resources.
Current Louisiana standards for outpatient mental-health rehabilitation emphasize restoring each child or adolescent to the best attainable developmental and functional level. Treatment should address positive family or caregiver relationships, healthy peer relationships, community connectedness, and age-appropriate functioning at home, at school, in vocational settings, and in the community. Consistent with these standards, YSB uses individualized plans, documents progress, involves parents or caregivers when clinically appropriate, and coordinates services around the youth’s identified strengths and needs.
YSB’s youth and family services align with the Health and Social Well-being focus of charitable giving by supporting prevention, early intervention, counseling, family stability, and coordinated care. The goal is to improve daily functioning, strengthen family relationships, support school and community participation, and promote a healthier quality of life for youth and their parents or guardians.
The Youth Service Bureau maintains a diverse funding base and continues to research and pursue public and private support to sustain high-quality services for youth and families in St. Tammany and Washington Parishes. The Bureau also serves many families who have lost Medicaid coverage and cannot afford services. This funding strategy preserves access to essential care.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The purpose for the funding is to ensure that children and families in St. Tammany and Washington Parish receive mental health services to improve their social determinants of health and avoid using substances or crimes to replace therapy services. Additionally, we want to utilize a new approach to helping families by including a Case Manager who will provide resources to the families and including the parent in getting therapy sessions, so both child and parent grow at the same times increasing the probability that the home environment has improved.
What are the goals and objectives for achieving such purpose?
The goal of this project is to serve 450 families in the Options Mental Health Program. The objective is that all program participants receive an assessment to determine need. All participants will receive a drug screen; all will have family therapy or individual therapy based on assessment. The expected outcome is that 94% of clients and family will successfully complete the program.
What is the proposed length of time estimated by the entity to accomplish the purpose?
