Provide a summary of the project or program:
The project will provide a centralized coordinated approach to public safety by providing essential programs and services to respond to the increase in juvenile crime and the critical needs of at-risk youth in the parish. With the recent award of Juvenile Justice Commission Funding of $37,978,880 for the construction of a 56-bed Juvenile Detention Facility adjacent to our existing Renaissance facility. We are now focusing on the renovation of the 16-bed facility and the boys and girls group homes and emergency shelter care programs. Using the previously appropriated $1,000,000 and combined with an additional 2 million in this request, the Central Louisiana Region would greatly enhance the programs and services to meet the needs of the community and youth. The residential services reflect a community based structured behavioral treatment program in a home-like environment. Services provided are individual, group and family counseling, behavior modification, education services with an on-site school, mental health and medical services and restorative justice programs. Improvements include updating security systems, new cell doors and locking mechanisms, updating plumbing and HVAC systems and general modernization and upgrades. The most pressing need for this agency and community is to expand the existing capacity for secure detention beds and programming. The proposed juvenile justice complex shall provide consistent, temporary secure confinement and rehab services to youth. Renaissance is unique in its coordinated approach to meeting the varied needs of juveniles. There are no other agencies/facilities similar to Renaissance within its eight-parish service area.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The coordinated approach to public safety is a priority in this community and with the recent award of Juvenile Justice Commission Funding of $37,978,880 for the construction of a 56-bed juvenile detention facility, Renaissance now has the ability to focus on renovations of existing programs. Renovations of the existing 16 bed juvenile detention facility, along with the renovations of the Boys and Girls Group Homes and Emergency Shelter Care Programs are critical renovations. These renovations will provide the community with improved juvenile facilities to meet accreditation, licensing standards and the needs of youth. The Central Louisiana region would benefit greatly with the renovations of the secure detention program and non-secure residential programs. By combining security, rehabilitation and reintegration, the juvenile detention facility and residential programs will serve the public interest by: (1) protecting communities from harm; (2) Reducing the likelihood of future delinquency and (3) Addressing underlying issues through counseling, education, vocational training and treatment programs.
What are the goals and objectives for achieving such purpose?
The goal for this project is to renovate the existing 16-bed juvenile detention facility in order to increase bed capacity for the Central Louisiana region and to renovate the boys and girls group home and emergency shelter care programs. The proposed funding would support the renovations of the detention facility and expand capacity to 72-beds.
What is the proposed length of time estimated by the entity to accomplish the purpose?
24 months
