Provide a summary of the project or program:
St. Mary’s Residential Community & Services is requesting $3 million in state capital outlay funding toward a $5 million project to strengthen safety, security, and access at its residential campus in Boyce, Louisiana. St. Mary’s will provide a $2 million local match, representing 40% of the total project cost, through private donations.
St. Mary’s serves children and adults with developmental disabilities in a residential community where safety and security are essential. However, the existing entrance along Highway 1 was not designed to accommodate the size, activity, and security demands of today's campus. The guardhouse is poorly positioned for effective access control, the Highway 1 frontage is not adequately secured, and the current roadway configuration creates challenges in managing incoming and outgoing traffic. Vehicles have entered campus without stopping for security personnel, and the existing layout provides no effective way to control departing vehicles when necessary.
To address these concerns, St. Mary’s plans to construct a new, secured campus entrance along Highway 1. Improvements will include perimeter fencing and a controlled entrance gate, a properly positioned security guardhouse, entrance signage, a new boulevard and roundabout, connecting roadways, expanded parking, improved drainage, utility infrastructure, site lighting, and landscaping. The existing entrance will be closed, with portions of the current roadway and guardhouse removed or reconfigured.
The proposed design was developed through an 18-month campus master planning process that evaluated multiple options for improving security and traffic circulation. The new entrance was selected for its more central location, improved visibility and access control, and longer approach that will naturally slow vehicles entering campus.
These improvements are especially important as St. Mary’s continues to grow, including the development of a new outpatient Applied Behavior Analysis (ABA) clinic that will bring additional clients, families, and staff to campus. The project will address existing security vulnerabilities while creating safer, more efficient access for residents, employees, families, visitors, and those receiving outpatient services.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The public purpose of this project is to protect the health, safety, and well-being of children and adults with developmental disabilities while ensuring continued access to specialized residential and outpatient services for families across Louisiana.
St. Mary’s Residential Community & Services is a nonprofit organization providing comprehensive, around-the-clock residential care and support to approximately 200 children and adults with developmental disabilities. Located in Rapides Parish, St. Mary’s serves individuals from 48 Louisiana parishes and several surrounding states. Many residents require highly specialized care, continuous supervision, and assistance with daily living. For these individuals and their families, St. Mary’s provides a safe, supportive community where they can receive the care and services essential to their quality of life.
Maintaining a secure campus is a fundamental responsibility of St. Mary’s. However, the existing entrance and roadway system no longer adequately supports the security demands and daily activity of the campus. The current guardhouse is poorly positioned to effectively control access, portions of the Highway 1 frontage remain unsecured, and the roadway configuration limits the ability to monitor and control vehicles entering and leaving the property. These vulnerabilities create safety concerns for a population that is particularly dependent on a secure and carefully managed environment.
State capital outlay funding will help address these concerns through the construction of a new, secured campus entrance, improved perimeter fencing, a properly positioned security guardhouse, safer roadways, improved lighting, and related infrastructure. These improvements will provide better control of campus access, reduce traffic-related safety risks, and improve circulation for residents, employees, families, and visitors.
The project will also support St. Mary’s continued efforts to expand access to specialized services for Louisiana families. The development of a new outpatient Applied Behavior Analysis (ABA) clinic will bring additional children, families, and healthcare professionals to campus, increasing the importance of a safe and efficient entrance system.
The total project cost is $5 million, with St. Mary’s requesting $3 million in state funding and providing a $2 million local match through private donations. This 40% local commitment demonstrates significant private investment in a project that will provide lasting public benefit.
Ultimately, this investment will help safeguard vulnerable Louisiana citizens, preserve access to essential services, and strengthen an established community resource that has served individuals with developmental disabilities and their families for more than 70 years.
What are the goals and objectives for achieving such purpose?
The primary goal of this project is to create a safer, more secure, and more accessible campus for the children and adults with developmental disabilities served by St. Mary’s Residential Community & Services. Through strategic improvements to campus security and infrastructure, St. Mary’s seeks to address existing vulnerabilities while supporting the continued delivery and expansion of specialized services for Louisiana families.
The project will accomplish the following objectives:
1. Strengthen Campus Security and Access Control. Construct a new, secured entrance along Highway 1 with perimeter fencing, a controlled gate, and a properly positioned security guardhouse. These improvements will allow security personnel to more effectively monitor and manage vehicles entering and leaving campus, reducing unauthorized access and improving protection for residents, employees, and visitors.
2. Improve Traffic Safety and Circulation. Develop a new entrance boulevard, roundabout, and connecting roadways to create a safer and more organized flow of traffic. The new entrance will provide a longer approach that naturally slows vehicles before they reach the residential campus, while improved roadway connections will help reduce congestion and support daily operations.
3. Improve Campus Infrastructure. Expand parking near the administration building and make necessary improvements to site lighting, drainage, utilities, and landscaping. These investments will improve visibility, accessibility, and overall safety while addressing infrastructure limitations associated with the existing entrance.
4. Support Continued Growth and Access to Services. Establish an entrance and roadway system capable of accommodating increased campus activity, including additional clients, families, and staff associated with St. Mary’s new outpatient Applied Behavior Analysis (ABA) clinic. These improvements will support expanded access to specialized developmental and behavioral health services for Louisiana families.
5. Implement a Long-Term Campus Safety Plan. Advance the recommendations developed through St. Mary’s 18-month campus master planning process. The new entrance was selected after evaluating multiple alternatives and will provide a more centrally located, secure, and efficient access point designed to support current operations and future campus development.
St. Mary’s anticipates approximately nine months for planning and 18 months for construction. Upon completion, the project will provide lasting improvements to campus security, traffic management, and accessibility, strengthening St. Mary’s ability to maintain a safe and supportive environment for the individuals and families who depend on its services.
By achieving these objectives, St. Mary’s will make an important investment in the safety of vulnerable Louisiana citizens while ensuring its campus infrastructure can support the organization's mission for years to come.
