Black Bayou Festival 2027 – Proposed Project/Program Summary

The Village of Hosston, Louisiana, in partnership with the Black Bayou Festival Committee, is seeking grant funding to support the 2nd Annual Black Bayou Festival in 2027. This community-centered event celebrates the rich history, culture, natural beauty, and traditions of Hosston and the surrounding North Caddo Parish communities. The festival is designed to bring families, businesses, and visitors together while promoting community pride, economic development, tourism, and cultural awareness.

Following the establishment of the festival in 2026, our goal for 2027 is to build upon that foundation by expanding activities, increasing community participation, and creating an even greater economic and cultural impact on our rural community.

The Black Bayou Festival will offer a variety of family-friendly activities, including live entertainment, local food vendors, arts and crafts, a community parade, a Shine & Show vehicle exhibition, children's activities, and the Miss Black Bayou Festival Beauty Pageant. These activities will provide opportunities for local talent, small businesses, entrepreneurs, civic organizations, and youth to participate in a meaningful community celebration.

A major focus of the festival is supporting economic growth in rural North Caddo Parish. By attracting visitors to Hosston, the event encourages spending at local businesses, creates opportunities for vendors, and promotes the community as a destination for future events and tourism. The festival also provides an opportunity to highlight the natural resources and recreational opportunities associated with Black Bayou and the surrounding area.

The festival places a strong emphasis on youth involvement, family engagement, and community partnerships. Through collaboration with local schools, churches, businesses, civic organizations, and volunteers, we aim to create an inclusive event that encourages participation across generations while preserving the traditions and heritage of our community.

Grant funding will help offset the costs associated with organizing and hosting the festival, including entertainment, staging, sound equipment, tents, tables, children's activities, promotional materials, public safety, sanitation, event supplies, and other necessary operational expenses. This financial assistance will allow us to provide quality entertainment and activities while keeping the festival accessible and affordable for families.

As a small rural municipality, Hosston recognizes the importance of events that bring people together, strengthen community relationships, and create positive experiences for residents and visitors. The Black Bayou Festival is more than a one-day celebration; it is an investment in the future of our community.

Our vision is to establish the Black Bayou Festival as an annual North Caddo Parish tradition that promotes rural tourism, supports local businesses, celebrates our heritage, and creates lasting memories for generations to come. With grant support, the Village of Hosston and the Black Bayou Festival Committee can continue building a successful, sustainable event that benefits the entire region.

Public Purpose of State Funding – Black Bayou Festival 2027

The public purpose of the Village of Hosston's request for state funding is to promote economic development, rural tourism, cultural preservation, community engagement, and recreational opportunities through the 2nd Annual Black Bayou Festival in 2027. The festival is a community-wide event designed to benefit residents of Hosston, surrounding North Caddo Parish communities, and visitors throughout Louisiana.

As a small rural municipality, the Village of Hosston recognizes the importance of creating opportunities that strengthen the local economy, encourage community involvement, and improve the quality of life for its residents. The Black Bayou Festival serves these public purposes by providing a family-friendly event that celebrates the history, heritage, and natural resources of our area while supporting local businesses and encouraging visitors to our community.

One of the primary public purposes of the festival is economic development. The event provides opportunities for small businesses, food vendors, artisans, and local entrepreneurs to showcase and sell their products and services. By attracting visitors from surrounding communities, the festival encourages spending at local establishments, increases exposure for area businesses, and helps stimulate economic activity in rural North Caddo Parish.

Another important purpose is the preservation and promotion of our community's cultural heritage. The festival celebrates the traditions, history, and unique identity of Hosston and the Black Bayou area through entertainment, arts and crafts, community exhibits, a parade, and other activities that bring residents together. These experiences help preserve local traditions while introducing younger generations and visitors to the heritage of our community.

The festival also serves an important recreational and educational purpose by providing safe, accessible, and affordable activities for children, families, and individuals of all ages. Through partnerships with local schools, churches, civic organizations, businesses, and volunteers, the event encourages youth participation, community service, and cooperation among residents.

State funding will be used for expenses directly related to providing these public benefits, including entertainment, staging, sound equipment, tents, children's activities, event supplies, advertising and promotion, sanitation, public safety, and other necessary festival operations. These expenditures will help ensure the festival remains accessible to the general public while providing an organized, safe, and enjoyable community event.

The Village of Hosston intends for the Black Bayou Festival to become a sustainable annual tradition that continues to generate economic opportunities, promote tourism, strengthen community relationships, and showcase the positive qualities of rural Louisiana.

The requested state funds will serve a public rather than private purpose by supporting an event that is open to the community and designed to provide broad economic, cultural, educational, and recreational benefits. The ultimate goal is to invest in the continued growth, vitality, and future of Hosston and the surrounding North Caddo Parish region.

What are the goals and objectives for achieving such purpose?

6. Strengthen Community Partnerships: Build lasting relationships among local businesses, sponsors, organizations, and residents to encourage cooperation and shared responsibility for the festival's success.

7. Ensure Public Safety and Event Quality: Utilize grant funding for entertainment, staging, equipment, advertising, sanitation, children's activities, public safety, and necessary operational expenses to provide a safe, organized, and enjoyable event.

8. Establish Long-Term Sustainability: Continue developing the Black Bayou Festival into an annual tradition that supports tourism, economic growth, and community pride. Increase sponsorships, vendor participation, and volunteer involvement to support future festivals.

Measuring Success: The Village of Hosston and the Black Bayou Festival Committee will evaluate the event through attendance estimates, vendor participation, sponsorships, volunteer involvement, and feedback from attendees. These measures will help determine the festival's economic and community impact and identify opportunities for improvement.
