Provide a summary of the project or program:
NAMI Southeast Louisiana will expand its existing New Orleans Clubhouse at 4403 Canal Street into the New Orleans Wellness and Resilience Hub, combining three proven services in one place. First, added space and capacity at the Clubhouse, where adults with serious mental illness build work skills, friendships, and daily structure. Second, a Mental Health Navigator team that meets people in hospital emergency departments through NAMI in the Lobby and follows them into care, housing, and benefits. Third, a solar and battery system that keeps the building open after hurricanes as a place to charge devices, keep medications cold, and stay connected to support.
State funds pay only for one-time expansion costs: renovation to add capacity, equipment, solar, accreditation, and the first year of navigator staffing. By the end of the second year, ongoing costs shift to Medicaid billing, managed care and hospital contracts, the Metropolitan Human Services District, and local philanthropy.

What is the entity's public purpose, sought to be achieved through the use of state monies?
The public purpose is to reduce repeat emergency room visits, psychiatric hospitalizations, and jail stays among Orleans Parish residents with serious mental illness by connecting them to ongoing community care. Clubhouse membership and peer navigation are proven, low-cost alternatives to crisis services the state already pays for. The solar-powered hub also gives a vulnerable population a safe place to turn after hurricanes and power outages.
What are the goals and objectives for achieving such purpose?
Goal 1. Expand the New Orleans Clubhouse.
1. Complete the expansion within 9 months of receiving funds.
2. Add at least [50] new members in the first year and raise average weekly attendance by at least [25]%.
3. Expand member work units and employment placements, tracked quarterly.
Goal 2. Connect people in crisis to ongoing care.
1. Navigators engage at least 400 people in emergency departments in the first year.
2. At least 60% of those engaged attend a follow-up appointment within 30 days.
3. Reduce 90-day emergency department readmissions for engaged participants by at least 30%.
Goal 3. Build lasting resilience and sustainability.
1. Keep the hub powered and open during outages, with a written storm response plan.
2. Cut the building's utility costs by at least 50%.
3. Secure contracts and billing to cover 100% of ongoing costs by month 24, with no further state funds requested.
What is the proposed length of time estimated by the entity to accomplish the purpose?
Startup runs 12 months, from July 2027 through June 2028.
