Provide a summary of the project or program:
Odyssey House Louisiana, Inc (OHL) is seeking to redevelop its existing facility at 4730 Washington Avenue in New Orleans for
adolescent residential substance use disorder (SUD) treatment. This project would address a critical gap in Louisiana’s treatment continuum by establishing a residential program specifically designed to meet the needs of adolescents and their families.
Louisiana currently has no adolescent-specific residential SUD treatment programs, leaving families with limited options when a
young person requires this level of care. Adolescents experiencing serious substance use problems need services that address their developmental, behavioral health, educational, and family needs. Without appropriate residential options within Louisiana, families may face the difficult choice of seeking care outside the state or attempting to manage significant treatment needs within hospitals or the criminal justice system without adequate support. Investment in this project would help young people receive care closer to their families and communities while supporting their return to school and long-term recovery.
OHL previously operated an adolescent residential treatment program (“Odyssey House Academy”) but was forced to close it in 2018 because insufficient length-of-stay authorizations prevented the organization from sustainably delivering the care participants needed. Since that time, the treatment landscape and Louisiana’s Medicaid program have evolved, creating an opportunity to revisit the feasibility of these services. Changes in treatment standards, coverage, and reimbursement now offer a path toward a viable adolescent residential program, provided that managed care authorization practices support clinically appropriate care.
State capital outlay funding would enable OHL to redevelop property it already owns, creating a suitable environment for age appropriate residential treatment. By investing in existing facilities, Louisiana can build upon established community infrastructure and the experience of a longstanding treatment provider to restore a much-needed service. OHL is also interested in acquiring a neighboring lot to provide additional outdoor recreational space for the facility, expanding the footprint of the
campus.

What is the entity's public purpose, sought to be achieved through the use of state monies?
Louisiana has no adolescent-specific residential substance use disorder treatment program, despite clear need. An estimated
25,000 Louisiana adolescents ages 12 to 17 (6.8%) had a drug use disorder in 2023-2024, and 71.2% of Louisiana adolescents who needed SUD treatment did not receive it. The risks are severe: Louisiana’s 2023 overdose death rate was nearly 62% above the national rate, and fentanyl was present in more than three-quarters of U.S. adolescent overdose deaths in 2021. Teens with serious substance use problems need care that addresses their developmental, behavioral health, educational, and family needs. That care does not currently exist in this state.
As OHL already owns the Washington Avenue property, redeveloping it builds on existing infrastructure and on the experience of
a longstanding treatment provider. Without a residential option, a teen in crisis is typically stabilized in an emergency department, which is costly and not designed
for SUD care, then discharged home or transferred to an inpatient psychiatric facility, with significantly elevated relapse risk. OHL seeks to keep families from the difficult decision of sending their children out of state or watching them enter the juvenile justice system. OHL also aims to help Louisiana’s recent investments in SUD reimbursement to reach the adolescents who need the highest level of care, and help close the gap in the state’s treatment continuum.

What are the goals and objectives for achieving such purpose?
At the request of the Louisiana Department of Health, OHL and other substance use disorder providers were approached by
Louisiana Managed Care Organizations (MCOs) to address the lack of residential adolescent services in Louisiana. The long-range goal for the project would be to establish a robust system of care for adolescents in need of substance use disorder treatment and wraparound services.

What is the proposed length of time estimated by the entity to accomplish the purpose?
