HEALTH CARE:  (Constitutional Amendment) Requires the state to provide to a legal resident employed for the previous calendar year for at least 1,000 hours and whose income is below 100% of the federal poverty level the opportunity to participate in a state program providing health insurance with essential benefits (OR INCREASE GF EX See Note)
