§2370.14. Rules
A. The office shall promulgate rules necessary to carry out the provisions of this
Subpart in accordance with the provisions of the Administrative Procedure Act.
B. In administering the program, the office shall not include consideration of any
new or additional regulatory obligations beyond those provided in this Subpart and any other
applicable law.
C. Grants solicited and awarded pursuant to the GUMBO program shall not be
subject to the provisions of the Louisiana Procurement Code, R.S. 39:1551 et seq. or the
Public Bid Law, R.S. 38:2181 et seq. The office shall devise and implement alternate
procurement methods to identify and award on the basis of best value, soliciting applications
and scoring product features, cost, and technical factors in accordance with this Subpart.
