The department may negotiate a reciprocal agreement with any state that shares a
common boundary with Louisiana if the neighboring state has a similar wild turkey stamp

the agreement is made to hunt wild turkey in this state without a Louisiana wild turkey
license if the person possesses a wild turkey stamp or license issued by the other state.
