SUBPART Z. COURT MODERNIZATION AND TECHNOLOGY FUND
§100.211. Court Modernization and Technology Fund
A. There is hereby created in the state treasury, as a special fund, the Court
Modernization and Technology Fund, hereinafter referred to in this Section as the "fund".
The fund shall be administered by the Judicial Council of the Supreme Court to provide
funding for technology upgrades in courts under the supervisory jurisdiction of the supreme
court pursuant to Article V of the Constitution of Louisiana.
B. Monies in the fund shall be invested in the same manner as monies in the state
general fund. Interest earned on investment of monies in the fund shall be credited to the
fund. Unexpended and unencumbered monies in the fund at the end of the fiscal year shall
remain in the fund.
C. The supreme court shall promulgate rules, regulations, and procedures as
necessary for the administration of the fund, including establishing minimum technology
standards for the courts, procedures for application, audit and monitoring requirements, and
annual reporting requirements.
D. The Judicial Council shall administer monies in the fund as follows:
(1) To establish the initial framework for regional technology support for courts.
(2) To prioritize funding to courts that do not meet the minimum technology
standards in the following areas:
(a) Hardware and software.
(b) Cybersecurity.
(c) Case and document management systems.
(3) To provide for statewide judicial technology projects, including the following:
(a) Supreme court integrated case management system.
(b) Centralized online judicial portal for data collection and electronic payment
submission.
E. Beginning October 1, 2023, the Judicial Council shall submit a quarterly status
report of all funding allocated pursuant to this Section to the Joint Legislative Committee on
the Budget.
