§1804.  Criteria

A.  The department shall establish criteria for qualifications of urban revitalization zones, giving consideration to the following:

(1)  Unemployment.

(2)  Youth unemployment.

(3)  Per capita income.

(4)  Migration.

(5)  Number of residents receiving public assistance.

B.  These criteria shall be established so that approximately twenty-five percent of the United States Census Department Divisions in the state qualify as urban revitalization zones.
