CHAPTER 18. LOUISIANA COUNCIL ON THE SUCCESS
OF BLACK MEN AND BOYS
§1211. Legislative findings
A. The legislature recognizes that many black men and boys in the state of Louisiana
face many difficulties in their journey to become successful citizens in this state.
B. Many black citizens in Louisiana face economic, educational, and social barriers
which prevent them from achieving success.
C. It is critical for the future of Louisiana that the state take measures to constantly
strive to alleviate and correct the underlying conditions that affect black men and boys
throughout the state of Louisiana.
D. The state should make every effort to create an environment that promotes the
values of learning, family, prosperity, unity, and self-worth among black men and boys.
E. With the goal of helping black men and boys to reach their full potential, the
Louisiana Legislature hereby enacts the Louisiana Council on the Success of Black Men and
Boys to be the leading entity that provides and promotes an environment that is conducive
to productivity, success, and excellence for all black men and boys in the state of Louisiana.
