§1134. Staff and facilities of community rehabilitation centers
A. The Department of Corrections may employ psychiatrists, neurologists, special
educators, school counselors, psychologists, nurses, technicians, social workers, occupational
therapists, physicians and other professional personnel to staff community rehabilitation
centers, or may contract for the services of such persons with community service
organizations, religious groups, universities and medical schools.
B. The Department of Corrections and/or the criminal sheriff of the parish of
Orleans, as the case may be may enter into contracts with other state agencies, local agencies,
community service organizations or religious groups for the operation and maintenance of
community rehabilitation centers or for the leasing of space for such facilities, or both. In
addition, the criminal sheriff of the parish of Orleans, for the purposes of operating and
maintaining such rehabilitation centers, programs and/or services for prisoners under his
jurisdiction, shall have full power and authority as is provided for in Subsection A hereof,
to retain such personnel as may be required for these purposes.
C. All community rehabilitation centers shall be minimum security structures and
no such facility shall contain cells or barred windows, and no inmate of any such facility
shall be locked in any room thereof. There shall be no armed guards at any such facility.
